Why are villagers in Konkan opposing the proposed multi

The story so far: On April 25, the Maharashtra government started conducting soil testing at Rajapur tehsil’s Barsu village in the coastal Ratnagiri district to know if the site was suitable for the proposed multi-billion dollar Ratnagiri Refinery and Petrochemicals Limited (RRPCL) project which is touted as the world’s largest single location refinery complex. As of April 2022, India’s oil refining capacity stood at 251.2 million metric tonnes per annum, making it the second-largest refiner in Asia and the fourth largest in the world. What is the Barsu refinery project? The project, which is expected to have a capacity of 60 million tonnes per annum, is a joint venture between Saudi Aramco, Abu Dhabi National Oil Company (ADNOC), Indian Oil Corporation Limited, Bharat Petroleum Corporation Limited, and Hindustan Petroleum Corporation Limited. The project was initially mooted in 2014 and is estimated to cost around rupees three lakh crore. Saudi Aramco and ADNOC, as per an agreement signed in 2018, hold a 50% stake. They also agreed to jointly build and develop the refinery and petrochemicals complex. Besides fuel, the project also proposes to develop various downstream petrochemicals to meet India’s fast-growing petrochemical demand. Initially, the project was supposed to come up at Nanar, about 20 kilometres from Barsu. In News • Experts have raised concerns that the construction of a petrochemical refinery in Barsu village of Maharashtra’s Ratnagiri district might damage around 250 prehistoric geoglyphs found in the area. What are Geoglyphs? • Geoglyphs are a form of prehistoric rock art, created on the surface of laterite plateaus by removing a part of the rock surface through an incision, picking,carving or abrading. • They can be in the form of rock paintings, etchings, cup marks and ring marks. Ratnagiri’s prehistoric rock art • Clusters of geoglyphs are spread across the Konkan coastline in Maharashtra and Goa, spanning around 900 km. • Ratnagiri district has more than 1,500 pieces of such art, also called “Katal shilpa,” spread across 70 sites. • Age: According to carbon dating, these sites are believed to be over 12,000 –20,000 years old. • The sites are protected by the Archaeological Survey of India (ASI). Situation remained tense in Ratnagiri district's Barsu-Solgaon on Wednesday, 26 April, as protesters stood firm against Maharashtra government-sponsored oil refinery and petrochemicals project proposed in the area. The government had deployed hundreds of police officers in the villages on Tuesday ahead of the soil testing survey. As the protesters tried to block the officers' way to their land, it led to a confrontation between them and the police. The police detained many protesters on Tuesday, releasing them later in the night. Earlier, women protesters had blocked the way of the officials' vehicles by laying their bodies on the road. Shiv Sena (UBT) MP Vinayak Raut and Shiv Sena (UBT) MLA Vaibhav Naik visited Barsu on Wednesday to meet the protesters. A woman protester, in a public interaction in the presence of Raut, accused the police of manhandling them. "We were going towards our land for its protection. All the police officers came and started beating us. Their stick touched my eyes too. (Pointing towards an old lady) they beat that grandma too, beat others with batons," she alleged. "We saw the police encampment that has been set up to suppress the voice of the locals. We saw the encampment, the stick-batons meant for suppressing the voice of Konkan's people.
