SWM cess on property tax to go up

By Express News Service BENGALURU: Bruhat Bengaluru Mahanagara Palike (BBMP) is planning to increase the solid waste management (SWM)cess collected in the property tax by 15%. BBMP Commissioner N Manjunath Prasad told reporters that the plan will be discussed in the council before being submitted to the state government. The BBMP earns Rs 54 crore as solid waste management cess, but spends Rs 520 crore on managing solid waste. The remaining amount is borne by the state government. Randeep D, Special Commissioner, Finance and IT, BBMP said that the increased cess will help BBMP. BBMP is also planning to incentivise those who manage their waste in their property tax, up to 50% depending on the quantity and method. If people manage their waste well, they will be benefitted. According to BBMP records, Rs 200 to 600 is collected as the SWM cess. The amount varies depending upon the size and type of the property. In 2019 - 20, till date, BBMP has collected Rs 1,700 crore as property tax. In 2018- 19, BBMP collected Rs 2,500 crore as property tax against the target of Rs 3,100 crore. This fiscal the target set to collect is Rs 3,500 crore. There are over 16 lakh properties in the city which fall under the property tax ambit. BBMP property tax revenue up 17%

BENGALURU: The Palike officials were under pressure during Siddaramaiah’s tenure as chief minister to achieve the Rs 3,000-crore target, but they failed. The target for 2018-19 was set at Rs 3,100 crore; for 2019-20, it has been put at Rs 3,000 crore. For the third year in a row, Mahadevapura zone topped the list, mopping up Rs 645 crore. It had contributed Rs 524 crore in 2017-18 and Rs 531 crore in 2016-17. BBMP’s East zone came close behind Mahadevapura, accounting for Rs 504.7 crore. Dasarahalli was at the bottom, recording Rs 75.2 crore. According to information accessed by TOI, 12,43,497 property owners paid tax last year, while the civic agency recovered arrears from 19 lakh properties. An official said 6.5 lakh property owners are still not paying tax regularly. If everyone pays arrears on time, then the collection could cross Rs 3,500 crore. The Bruhat Bengaluru Mahanagara Palike (BBMP) has set itself a target of collecting ₹3,500 crore as property tax from the 19 lakh properties in the city. This ambitious goal was announced on Monday during the presentation of the 2019-20 budget for Bengaluru. Property tax is the single most important source of revenue for the civic body. To this end, a total station survey of 100 high value revenue generating properties such as commercial complexes, malls, tech parks, and multi-storeyed residential enclaves will be taken up. This is expected to yield ₹400 crore. However, according to a budget analysis by the Janaagraha Centre for Citizenship and Democracy, a point of concern is the declining collection efficiency of property tax from 75% in 2016-17 to 58% in 2018-19 ( See table ). Property tax collections from 2016-17 declined by ₹136 crore in 2017-18, despite a consistent increase in property tax collection estimates. In the current fiscal, the total property tax collection is around ₹1,800 crore (as on February 11, 2019). This may increase marginally by the end of March 2019. BBMP could lose property tax heavily

The Bruhat Bengaluru Mahanagara Palike (BBMP) may not collect property tax during this fiscal year on par with the financial year 2019-20 due to Covid-19 pandemic. The property tax collected till September 14, 2020 during this fiscal is Rs 1,916 crore as against around Rs 2,000 crore property tax collected during the same period last fiscal. On Monday, BBMP administrator Gaurav Gupta held a meeting with BBMP Joint Commissioners and other officials and directed them to focus on generating resources for the civic body. The administrator has also advised the officials to prepare a list of defaulters. If the data available on the property tax collection is any indication, it seems that the civic body did not succeed to reach the target of property tax collection which is the main source of income. For example, the BBMP had fixed the target collecting property tax at Rs 3,300 crore for 2017-18 but ended up collecting only Rs 2,133.25 crore. Many property owners opine that it would be difficult for those, who did not pay the property tax by May 31, 2020, to pay tax due to lack of revenue. “I have lost the job. Tenants have vacated. I may not be able to pay the property tax this year. I have to pay the property tax with penalty next year,” said Muralidhar N, a resident of K R Puram.

The proposal was placed before the government and BBMP council in March, but was held in abeyance because of the model code of conduct. It has now been finalised. The proposal, considered rather steep, will be tabled at the council meeting scheduled for June 27-28, after which it will be implemented. The tax hike is bound to pinch the citizen, coming as it does on the back of a rise in power and water tariffs. Prasad said there was no need for approval or consultation from citizens as the revision is as per the Act. The revenue mopped up will be spent exclusively on infrastructure work in the city, he said. During the 2018-19 fiscal, BBMP had earned Rs 2,500 crore from property taxes alone.
