Welfare scheme beneficiaries not identified yet

The ward committees are yet to zero in on the beneficiaries of the various BBMP welfare schemes in the 198 wards. The citizens, meanwhile, are saying the committees have indeed failed in this regard. The Bruhat Bengaluru Mahanagara Palike (BBMP), after a direction from the Karnataka High Court in April 2018, decided to constitute ward committees as per the Karnataka Municipal Corporations Act, 1976. The BBMP Commissioner issued a circular to conduct mandatory ward committee meetings monthly, to not only raise issues but to take the social welfare schemes to the beneficiaries in the ward as well. Activists complain that in most wards only corporators are involved in preparing the beneficiaries’ list and in a few cases, the list is approved without bringing it to the notice of the committees. “The beneficiaries of the welfare schemes should be chosen through the ward committees only. We have approved the rule in the BBMP council meetings and have directed the ward committees to follow this,” said N Manjunath Prasad, BBMP Commissioner. “Despite the commissioner’s direction, most ward committees are not following the rules. For the past three months though, the ward committees are understanding their responsibilities and there is an increased awareness about social welfare schemes. In the future, this will be implemented as per the rules set by the BBMP,” said Srinivas Alavilli of Citizens for Bengaluru (CfB), who is spearheading the campaign for ward panels. BBMP's new incentive for schools with 100% pass, principals to be sent on foreign tour

Bruhat Bengaluru Mahanagara Palike (BBMP) intends to send headmasters and principals of schools with 100 percent results in SSLC and PU exams on trips to Singapore and Kashmir in an effort to incentivise teachers and hence enhance the quality of education. Ram Prasat Manohar, Special Commissioner of the BBMP's Education Department, recently introduced the scheme as he unveiled APJ Abdul Kalam Dream School project on Wednesday, November 2. Stating that the scheme will be taken up under Corporate Social Responsibility in 164 schools and colleges, he said that “If students get 100 percent, they too will be sent on the trip. Once the chief commissioner has signed the paperwork, the Palike will determine the details. The commitment would be maintained, whether or not I remain in this position.” The officer claimed that a similar methodology was used in Ballari, where almost 70 to 80 schools reported results of 100 percent. With the assistance of on-governmental organisations (NGO), BBMP started 10 tuition centres in September for kids from low-income families throughout the city under the name "Vidyarthi Belaku Adhyayana Kendra," where teachers will assist kids with their academics, develop their learning abilities, and assist them with their homework. According to a report in The Hindu, BBMP will prepare a detailed project soon and would be submitted to BBMP Commissioner for approval.

In The red tape The applications are still under process, said Janardhan, deputy commissioner of BBMP’s welfare department. “We have constituted a redressal committee with 10 representatives from the transgender community. The process is being held up as we’re working with them on trying to figure out how to identify the right beneficiaries for the scheme,” he said. This scheme applies to transgender people who have lived in Bangalore for the past three years. To start a business, they can receive a loan of 50 percent of the project cost, or Rs. 1.5 lakh, whichever is lower. Mallu Kumbar, the state coordinator of the Karnataka Sexual Minorities Forum, is a member of the BBMP’s referral committee. He disagrees with several aspects of the scheme. “Existing transgender businesses—which really need help—are being completely ignored here. We are providing subsidies to new ventures while ignoring the many problems existing transgender-run businesses face today. Some of them barely have enough money to cover rent for their premises,” he said. Isha is a 30-year-old transwoman looking to set up a street food unit. She had applied for the scheme in 2018. “Transwomen are mostly pushed into sex work. This venture was an attempt to rise from my...
