According to party insiders, Siddaramaiah was keen to hand over Bengaluru Urban to senior cabinet colleague and energy minister KJ George, but Shivakumar insisted that he be given the post, considering he holds the Bengaluru development portfolio. This delayed the appointment of district in-charge ministers by a week. There was also reportedly a tug of war over who'd get Kalaburagi. While Siddaramaiah wanted medical education minister Sharan Prakash Patil to take charge, rural development and panchayat raj minister Priyank Kharge insisted that as a senior colleague, he should get it instead. According to a government order, G Parameshwara will take charge of Tumakuru, HK Patil of Gadag, KH Muniyappa of Bengaluru Rural, Ramalinga Reddy of Ramanagara, KJ George of Chikkamagaluru, MB Patil of Vijayapura, Dinesh Gundu Rao of Dakshina Kannada and HC Mahadevappa of Mysuru. Unlike the previous BJP government, Congress has given the responsibilities to ministers from the districts itself. Departing from the convention of assigning a district to a local minister, BJP had appointed outsiders as in-charge ministers. They were given either a neighbouring district or an entirely new district away from their constituency.
