Isn't non-compliance of CAG's 2022 report enough reason for railways minister to resign?: NCP on Odisha train crash The CAG audit report had alarmed the Ministry of Railways of possible disasters and it appears that the ministry and the minister did not take this fair warning seriously, said NCP spokesperson Clyde Crasto The NCP on Sunday sought to know why the measures suggested in the 2022 Comptroller and Auditor General (CAG) report to prevent train disasters were not implemented by the Centre, and asked if this non-adherence was not enough for Railway Minister Ashwini Vaishnaw to resign in the wake of the Odisha train tragedy. The Odisha train crash involving Bengaluru-Howrah Superfast Express and Shalimar-Chennai Central Coromandel Express, which were carrying around 2,500 passengers, and a goods train occurred around 7 pm on Friday near the Bahanaga Bazar station in Balasore. At least 288 people died and over 1,100 injured in the accident, the worst rail accident in India in nearly three decades. The 2022 report on 'Derailments in Indian Railways' highlighted multiple shortcomings. It revealed 24 factors responsible for derailments. Goa [India], June 12 (ANI): The second SAI20 Summit under India's G20 Presidency began today in Goa. Girish Chandra Murmu, the Comptroller and Auditor General (CAG) of India, as the Chair of the Supreme Audit Institutions-20 (SAI20) Engagement Group, led the deliberations. In his opening address, CAG highlighted that the Supreme Audit Institutions have a crucial role to play in the audit of Blue Economy and Responsible AI to ensure good governance, transparency and accountability and to optimise their positive impact on humankind. Blue Economy is the sustainable use of ocean resources for economic growth. CAG further stated that the audit of Blue Economy and Responsible AI is challenging and close cooperation among the SAIs for knowledge sharing and capacity building is needed. While recognizing the importance of sustainability, growth and the role of emerging technologies, he informed that the SAI20, priority areas - "Blue Economy" and "Responsible Artificial Intelligence" represents the new-age opportunities and concerns and these underline the need for genuine cooperation. Further, while discussing the possibility and perils of AI, CAG emphasized that it was essential that policymakers put in place processes to responsibly harness the potential of this technology. The tragedy has triggered a debate over the Kavach anti-collision system with the opposition parties, including the Congress, demanding the resignation of the railway minister. The 2022 report on 'Derailments in Indian Railways' highlighted multiple shortcomings. It revealed 24 factors responsible for derailments. There are many points of serious nature in that report that point out the fact that train accidents were waiting to happen, Nationalist Congress Party (NCP) spokesperson Clyde Crasto said in a statement. The main focus of the CAG audit was to ascertain whether measures to prevent derailments and collisions were clearly laid down and implemented by the Ministry of Railways, he said. Safety in focus but what's Railways spending money on? More on new projects, less on upkeep

New Delhi: With the devastating train accident in Odisha earlier this month raising questions about the Narendra Modi government’s spending on the upkeep of existing Railways resources, an analysis of official documents shows that the percentage of money spent on signalling and communications has not changed in the past six years. The focus has been on new projects over upkeep. For example, the 2023-24 Union Budget had the highest-ever capital expenditure outlay for the Indian Railways at 2.4 lakh crore — more than nine times the amount earmarked in the financial year 2013-14. This is also almost four times from actual capital expenditure of Rs 45,231.63 crore in 2016-17, annual reports from the Railways show. But of this, the sum allotted to new work was nearly double the amount the amount the government planned to spend on the upkeep of existing infrastructure. These new projects include the laying of new tracks, whereas upkeep consists of work like track renewal. This is the process of upgrading the components of railway tracks, including sleepers and ballast. According to protocol, 4,500 km of India’s total track length of 1,14,907 km has to be replaced annually. The Railways’ annual reports from 2016-17 to 2022-23 show that the national transporter has missed the mandated target for track renewal nearly every year.
