The CAP, released by Chief Minister M.K. Stalin at the Secretariat, will focus on six priority areas such as electrical grid and renewable energy, building energy, sustainable transport, solid waste management, urban flooding and water scarcity, vulnerable populations and health. By 2050, the city aims to include electrification of 100% of the MTC bus fleet, expanding urban nature to cover 35% of the city, and retrofitting existing slum housing for heat resilience to become carbon neutral. The CAP was released in the presence of Minister for Environment, Climate Change Siva V. Meyyanathan, Chief Secretary V. The Tamil copy will be published on www.chennaicorporation.gov.in on Tuesday. Residents can give their responses to it before October 26. CHENNAI: The state environment department on Tuesday released Chennai’s first ever climate action plan with a target to become carbon neutral by 2050. This will be before the national commitment of net zero by 2070. The plan focuses on actions in six priority areas: achieving a target of 93% of total grid electricity from renewables by 2050, making buildings more energy efficient with a target of having 100% of Chennai’s commercial buildings using high-efficiency appliances by 2050, setting a goal of having 80% of inner-city travel by public transport, walking and cycling by 2050, 100% electrification of MTC’s bus fleet by 2050 and incentivising electrification of private vehicles to achieve 100% electrification by 2050, to be able to process 100% of the city’s solid waste, increasing green cover to 35% by 2050 and marking flood risk zones and rehabilitating the population from there, retrofitting existing slum housing for heat resilience and de-centralised health infrastructure. Chief minister, M K Stalin released the Chennai Climate Action Plan at the secretariat. “Our government has taken strategic measures on priority to protect the environment. The report says rising sea levels could submerge 100 metres of coastal area in the next five years. As per the greenhouse gases inventory for 2018-19, residential buildings account for 31% of emissions, and commercial and institutional buildings account for 26%. Manufacturing and construction industries contribute 11%, and energy industries 2%. Together, they account for 70% of emissions. “The report says residential and commercial buildings constitute a large part of emissions, but doesn’t specify what to do in terms of mitigation,” G Sundarrajan, of Poovulagin Nanbargal, pointed out. According to the projected flood risks, 29% of the Greater Chennai Corporation (GCC) area could be inundated within five years, and with 100 years, 56.5% would be at risk. In the next 100 years, 68% of slums are at a risk of inundation due to the population density there being twice as much as in the rest of the city. In the same period, 45% of physical infrastructure, such as MTC bus stops, CMRL stations and suburban railway stations, stands to be affected. With the rise in sea levels, 16% of GCC area (67 sq km) will be permanently inundated in the 2100s, affecting an estimated 10 lakh people, the report says. PMK president Anbumani Ramadoss on Saturday urged that the draft of the Chennai Climate Action Plan should be published in Tamil and more time should be given for the public to offer their comments. In a statement, he pointed out that comments had been sought till September 26. “Without releasing the draft in Tamil, seeking comments in a short time frame is not justifiable. Two months' time should be given for comments from the publication of the document in Tamil,” Mr. Anbumani urged. He also pointed out there were flaws in the draft and it needed a relook.
