Unsuitable: Centre to Bihar govt on land allotted for AIIMS project in Darbhanga

By Aditya Vaibhav: The Centre has said that land allocated by the Bihar government for the construction of an All India Institute Of Medical Science (AIIMS) in Darbhanga was not suitable. In a letter written to Bihar Additional Chief Secretary Pratyaya Amrit on May 26, accessed by India Today, the central government listed reasons why the allocated land was not suitable for the project. The Centre rejected the allocated land after a ground visit by a team of health ministry officials in April. In the letter to the Bihar government, the Centre said that the proposed land was a low-lying area and the challenge to fill and compact the total area of approximately 151 acres with quality soil would be a costly and time-consuming process. It also said that there may be a possibility of waterlogging in the surrounding lowland areas if structures are built on filled-up land. "The resultant drainage issues at the site may be compounded as the surface layer of natural ground has low permeability," the letter read. Former Bihar deputy chief minister and BJP MP Sushil Kumar Modi has criticised the Nitish Kumar-led state government for delaying the AIIMS project in Darbhanga. While the BJP is levelling allegations against the JD-U MPs for the shifting of the proposed AIIMS in Darbhanga, Bihar chief minister Nitish Kumar on Monday claimed that his government has allotted land with good road connectivity but the Centre has rejected the project. "We have given 150 acres of land with good connectivity at Sobhan estate locality in Darbhanga but the Centre has rejected it. I firmly believe that the Centre is thinking in another way. When they are removed from power then we will do good work," Kumar said while addressing media persons during the distribution of appointment letters to professors and lecturers in engineering colleges of the state in Patna. Earlier, BJP Rajya Sabha MP Sushil Kumar Modi alleged that 30 Lok Sabha and Rajya Sabha MPs of the JD-U wrote to the Union health and family welfare ministry for shifting the AIIMS from Darbhanga to Saharsa. Darbhanga: No land, no building, no doctor, no MBBS student and no patient. But in eight years, AIIMS Darbhanga in Bihar has managed to get an executive director – Dr Madhabananda Kar. When Kar arrived in August 2022, the Darbhanga district administration provided him with a computer operator, two clerks, an office assistant and a room in the official circuit house. The divisional commissioner’s office was converted into Kar’s office. The DIG nameplate now is the AIIMS Director’s. This is the story-so-far, a pitiful testament to the political race to announce a new AIIMS in district towns to attract voters, but without preparing the ground, policy consensus or feasibility audits. In many ways, it isn’t unlike the rush to announce new trains in far-flung areas for political dividends. Both are examples of political response to rising regional aspirations but little follow-through. “Some people wanted AIIMS in DMCH, some wanted it somewhere else. The Centre has raised an objection over the proposed site for Darbhanga AIIMS at Shobhan as it is a "low-lying region". The Union Government feels that filling approximately 151 acres of land with good quality of soil is a very challenging task and could also lead to an escalation in project cost and delay in construction work. The event has led to a political slugfest as Bihar Chief Minister Nitish Kumar slammed the Central government for not accepting suggestions. Slamming the Modi-led government for repeatedly rejecting proposals sent by the state government, Nitish Kumar said, "Earlier, Darbhanga Medical College and Hospital (DMCH) was supposed to be upgraded, but this proposal of the state government was rejected by the Centre. Then they planned to make AIIMS on the DMCH campus. However, there was an issue again. During my visit to Darbhanga, the district magistrate showed me the land near Shobhan Bypass.
