India approves first concrete for Gorakhpur 1&2

India’s Atomic Energy Regulatory Board (AERB) said on 27 November that, at a recent meeting it had given its approval for first concrete to be poured for the twin units of Gorakhpur Haryana Anu Vidyut nuclear power plant. Four units with 700MWe Pressurised Heavy Water Reactors (PHWRs) are being constructed by Nuclear Power Corporation of India Limited (NPCIL) at Gorakhpur, Haryana. AERB had issued the Siting Consent for the proposed site in July 2015 and consent for site excavation for Units-1&2 was granted in January 2018. The units are similar in design to the lead units of 700MWe PHWRs now being commissioned at units 3&4 of the Kakrapar Atomic Power Project (KAPP). In view of the soft alluvial soil at the site, detailed geotechnical investigations and seismo-tectonic studies were conducted by NPCIL and, the site has been engineered accordingly. Ground improvement works have been completed. Meteorological parameters are being collected at site and recorded, AERB said. The industrial and fire safety section and quality assurance section are functional. Before approving first concrete, AERB said it had carried out an in-depth safety review through its multi-tier safety committees to verify conformance with the requirements specified in the relevant Safety Codes. Focus: Facts for Prelims Why in News? The Government is going to set up north India’s first nuclear plant in Haryana. About Gorakhpur Nuclear Power Plants: • The Gorakhpur Nuclear Power Plants are located in Gorakhpur village of Fatehabad district in Haryana, about 150 km north of the national capital. • The facility will have two units, each with a capacity of 700 MWe, of the Pressurised Heavy Water Reactor (PHWR) indigenous design. Pressurized Heavy Water Reactor (PHWR) Technology: • A PHWR is a type of nuclear power reactor that uses unenriched natural uranium as fuel and heavy water (deuterium oxide D2O) as both coolant and moderator. • Heavy water coolant is pressurized, allowing it to be heated to higher temperatures without boiling, similar to a typical pressurized water reactor. • Although heavy water is more expensive than regular water, it yields a significantly enhanced neutron economy, allowing the reactor to operate without fuel enrichment facilities, mitigating the additional capital cost of the heavy water. • The PHWR technology generally enhances the reactor’s ability to efficiently make use of alternate fuel cycles.

CURRENT STATUS OF GORAKHPUR ATOMIC POWER PLANT, HARYANA

The following information was released by the Government of India: by PIB Delhi The Gorakhpur Nuclear Power Project comprises of two twin units of 700 MW each viz. GHAVP-1and2 (2X700 MW) and GHAVP-3and4 (2X700MW). Land acquisition has been completed at the Gorakhpur site in Haryana and Environmental clearance has been obtained for project. In respect of GHAVP-1and2, the piles for nuclear buildings 1and2 have been cast and poised for concreting of raft foundation. Construction works are underway in respect of other plant buildings, tunnels and trenches, water conveyance system, ware houses, township buildings etc. Purchase orders for critical equipment and major packages have been placed and some major equipment have been received at site. In respect of GHAVP-3and4, pre-project activities at site and placement of orders for long delivery equipment are underway. Land acquisition has been completed at the Gorakhpur site in Haryana. The estimated completion date for phase one of the project i.e. GHAVP 1and2 is 2029. During its peak construction time, around 8000 persons are estimated to be employed at GHAVP which follows a bell curve. Once operational, each of the twin unit stations are estimated to employ (both direct & indirect) around 2000 persons. The first unit of North India's inaugural nuclear power plant, coming up at Gorakhpur village in Fatehabad district of Haryana, is likely to commence operations in June 2028. The information was given in the meeting presided over by the Chief Secretary, Sanjeev Kaushal regarding the coordination of officers of Haryana Government and Gorakhpur Haryana Anu Vidyut Pariyojana (GHAVP). The villagers and farm leaders of Haryana’s Fatehabad district are up in arms against the discharge of underground water from the upcoming Gorakhpur nuclear power plant site into the Bhakra Main Line (BML) canal. The villagers — who gave up their land for the setting up of the project — claim that the water being released by the nuclear plant was harmful, especially as it was being used for drinking purposes — allegations that have been denied vehemently by authorities and officials of the concerned nuclear power plant.
