देश की करीब 70 फीसदी आबादी गाँवों में रहती है और पूरे देश में दो लाख 39 हजार ग्राम पंचायतों में विकास कार्य की जिम्मेदारी प्रधान और पंचों की होती है। इसके लिए हर पांच साल में ग्राम प्रधान का चुनाव होता है, लेकिन ग्रामीण जनता को अपने अधिकारों और ग्राम पंचायत के नियमों के बारे में पता नहीं होता। बता रहा है प्रधान और उपप्रधान को अगर पद से हटाना हो सूचना प्राप्त होने के 30 दिन के अंदर जिला पंचायत राज अधिकारी गाँव में एक बैठक बुलाएगा जिसकी सूचना कम से कम 15 दिन पहले दी जाएगी। बैठक में उपस्थित तथा वोट देने वाले सदस्यों के 2/3 बहुमत से प्रधान एवं उप प्रधान को पदमुक्त किया जा सकता है। अगर ग्राम प्रधान या उप प्रधान गाँव की प्रगति के लिए ठीक से काम नहीं कर रहा है तो उसे पद से हटाया भी जा सकता है। समय से पहले पदमुक्त करने के लिए एक लिखित सूचना जिला पंचायत राज अधिकारी को दी जानी चाहिए, जिसमे ग्राम पंचायत के आधे सदस्यों के हस्ताक्षर होने ज़रूरी होते हैं। सूचना में पदमुक्त करने के सभी कारणों का उल्लेख होना चाहिए। हस्ताक्षर करने वाले ग्राम पंचायत सदस्यों में से तीन सदस्यों का जिला पंचायतीराज अधिकारी के सामने उपस्थित होना अनिवार्य होगा। 1. नियोजन एवं विकास समिति सदस्य : सभापति, प्रधान, छह अन्य सदस्य अनुसूचित जाति, अनुसूचित जनजाति, महिला एवं पिछड़े वर्ग का एक-एक सदस्य अनिवार्य होता है। समिति के कार्य: ग्राम पंचायत की योजना का निर्माण करना, कृषि, पशुपालन और ग़रीबी उन्मूलन कार्यक्रमों का संचालन करना। 2. निर्माण कार्य समिति सदस्य: सभापति ग्राम पंचायत द्वारा नामित सदस्य, छह अन्य सदस्य (आरक्षण ऊपर की ही तरह) समिति के कार्य: समस्त निर्माण कार्य करना तथा गुणवत्ता निश्चित करना। 3. शिक्षा समिति सदस्...
