Our economy has been going through the problem of unemployment and joblessness since Independence. Joblessness has often resulted in rural distress forcing people to leave their houses and migrate to urban areas in search of jobs. The Government of India launched various schemes to help the rural poor. They launched Sampoorna Grameen Rozgar Yojana (SGRY) in 1999 and the National Food for Work Programme in 2004. The main objective of these schemes was to provide supplemental wages to the rural poor to help them fulfil their basic needs. Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) was amongst these welfare schemes. National Rural Employment Guarantee scheme was convened in 2005 and was launched as MNREGA in 2006.
