PTI New Delhi, February 17 The Centre on Friday banned two groups and declared an individual a terrorist for their subversive and anti-India activities. The two groups are the Jammu and Kashmir Ghaznavi Force (JKGF), which has been formed with cadres from terrorist organisations such as the Lashkar-e-Taiba and Jaish-e-Mohammed; and the Khalistan Tiger Force (KTF), which aims to revive terrorism in Punjab. In a separate notification, the home ministry said Punjab-resident Harwinder Singh Sandhu alias Rinda, who was one of the masterminds behind an attack on the intelligence headquarters of the Punjab Police in 2021, was declared a terrorist. The JKGF has been involved in infiltration bids, narcotics and weapon smuggling, terror attacks in the Union Territory, and issuing threats to security forces. The JKGF draws its cadres from various proscribed terrorist organisations, such as the Lashker-e-Taiba, Jaish-e-Mohammed, Tehreek-ul-Mujahideen, Harkat-ul-Jehad-e-Islami and others, the home ministry said. The KTF came into existence in 2011 as an offshoot of the Babbar Khalsa International, a proscribed terrorist organisation under the Unlawful Activities Prevention Act (UAPA). The KTF is a militant outfit and it aims reviving terrorism in Punjab with a view to achieve its agenda of formation of a separate state of Khalistan, and thereby challenges the territorial integrity, unity, national security and sovereignty of India, the home ministry said. Khalistan Commando Force chief Paramjit Singh Panjwar ‘s killing is the third suspicious killing on Pakistani soil. Before this Khalistan Liberation Force leader Harmeet Singh aka Happy PhD was killed in 2020 in Lahore. Last year, Harwinder Singh Rinda died in a Lahore hospital allegedly of a drug overdose though many say that he is alive and that the news of his death was to mislead the Indian government. Similarly, in May 2013, Sarbjeet Singh who was in a Lahore jail was also killed in the prison premises by fellow inmates. Mohammad Khalid, a keen watcher of Punjab affairs calls it, ”Use and throw of unwanted men. They are only given undeclared asylum. The state uses them and then discards them as and when they find them to be of no use.” Sixty-three-year-old Panjwar headed the Khalistan Commando Force-Panjwar faction. Sources say, Panjwar was instrumental in promoting fake Indian currency in India through drug smugglers. Post-2010 Panjwar ventured into drug smuggling and started living under the alias of Gulzar Singh with the complicity of the state, sources say. Of late, the Pakistani intelligence agency ISI was planning to revive militancy with the help of Panjwar. After Panjwar’s death, three other Khalistani leaders— Jarnail Singh Bhindranwale‘s nephew Lakhbir Singh Rode, Wadhawa Singh, and Gajinder Singh are still in Pakistan. The National Investigation Agency (NIA) had announced a cash reward of Rs 10 lakh for Rinda. WHO WAS HARWINDER SINGH RINDA? Harwinder Singh Rinda was described as a threat to national security as he was the main link between gangsters and Pakistani-based terror groups. Nabha, Bargari cases linked Khalistanis, gangsters: NIA

The Bargari agitation in 2015 and Nabha jailbreak in 2016 brought North India based gangsters and Khalistanis together, the National Investigation Agency (NIA) said in a charge sheet filed in March, details of which are only emerging now, that claimed that this alliance, and active involvement by Pakistan’s spy agency created a network involved in high-profile killings, and smuggling of drugs and arms. The agency added that this successful terrorists-gangster nexus was cemented by the sensational Nabha high security jail break in November 2016. Khalistani terrorist Harwinder Singh Rinda, who was involved in various terror cases, including the RPG attack on the Punjab Police Intelligence Headquarters in May, is learned to have died in Pakistan, sources in the state police said on Saturday. Though the cause of his death was not immediately known, the sources said he was admitted to a hospital in Lahore. Rinda, a member of the banned Khalistani outfit Babbar Khalsa International, had been taking the help of local gangsters to carry out anti-national activities here and was believed to be in Pakistan. His name had figured in the rocket-propelled grenade (RPG) attack on the Punjab Police Intelligence Headquarters in Mohali in May this year. He was also charge-sheeted in a case related to seizure of arms and explosives from a vehicle in Haryana in the same month. After NIA court order, Harwinder Rinda declared PO : The Tribune India

Our Correspondent Tarn Taran, January 22 Dreaded terrorist, who has taken shelter in Pakistan, Harwinder Singh Sandhu, alias Rinda, has been declared a proclaimed offender (PO) by the Chohla Sahib police. A case under Section 174-A, IPC, was registered by the police in this regard on Saturday. The case has been registered on the written orders received by the Chohla Sahib police with regard to a letter from Sudhir Parmar, Special Judge, National Investigation Agency (NIA) Court for Panchkula, dated January 11, 2023. Rinda originally belongs to Rattoke village in Tarn Taran district, but his family migrated to Gurdwara Sachakhand, Nanded Sahib, years ago. Rinda is functioning with the coordination of the gangster module run by Lakhbir Singh Landa of Harike in Tarn Taran district. Landa is running his module from Canada. Sources said Rinda had been booked in 36 cases registered in Punjab, Haryana, Himachal Pradesh and Maharashtra. Rinda and Landa are mastermind in a large number of extortion cases. ASI Hardial Singh has been appointed as the investigation officer in the case.
