Jamia Hamdard is the result of the foresight, vision, a rare sense of planning and execution and personal sacrifice of the philosopher-philonthropist, and distinguished physician, Hakeem Abdul Hameed Sahib. It was conferred the status of “Deemed to be University” on the recommendations of the UGC under Section 3 of UGC act 1956 by Government of India in the year 1989. Since then it has steered ahead through all challenges and has gained an enviable position in the field of research and education. With its impressive track record in research, the university has a distinction of been consecutively accredited in ‘A’ grade by NAAC in three cycles and has also attained its place in Group I (Institutions Satisfying Most of Criteria for Deemed University Status) through an assessment conducted by the Committee constituted by the Ministry of Human Resource Development for the purpose of Review of Existing Institutions Deemed to be University. Govt body seeks President's permission to audit Jamia Hamdard University

The HRD ministry had sent Jamia Hamdard accounts of the last five years to DGACE, which after studying them concluded that the institute cannot be covered under section 14(1). Section 14(1) of the Comptroller and Auditor General’s (Duties, Powers and Conditions of Service) Amendment ACT, 1971, does not apply in case of Jamia Hamdard as it receives only about Rs 8 crore annually from UGC, while its total expenditure is more than Rs 100 crore. Therefore, DGACE is learnt to have requested the ministry to obtain presidential sanction for auditing under section 14(2). This section says that CAG can audit an organisation which receives more than Rs 1 crore as government funding in a financial year, provided the President sanctions such a request. An audit under section 14(2) is requested only when the government suspects fraud or major financial irregularities. DGACE Mamta Kundra told ET that a decision on auditing would involve long processes, including a go ahead from the finance ministry and a presidential sanction that the HRD ministry would have to look into. She said all due procedures will be followed. Sources in UGC also said that an audit of a deemed university under section 14(2) is not common. Jamia Hamdard is an institute of higher education deemed to be university located in New Delhi, India. It is a government-funded university. Established in 1989, it was formally inaugurated by the then Prime Minister of India Shri Rajiv Gandhi on August 1, 1989. The history of Jamia Hamdard begins with the establishment of a small Unani clinic in the year 1906 by Hakeem Hafiz Abdul Majeed, one of the well-known practitioners of Unani System of Medicine of his time. Hakeem Hafiz Abdul Majeed had a vision of making the practice of Unani Medicine into a scientific discipline so that Unani medicines could be dispensed in a more efficacious manner to patients. He gave the name “Hamdard” to his venture which means “sympathy for all and sharing of pain”.
