T his article is a somewhat expanded version of a paper I presented, on behalf of the Socialist Labour Party, to the May Day International Seminar in Brussels organised by the Workers’ Party of Belgium (PTB). Although the paper was presented on 3 May this year, the present version makes reference to certain events and data which belong to the weeks following 3 May. The reader may find it irksome and have difficulty reconciling to the fact that, while speaking on 3 May to an international gathering, I give myself the indulgence of referring to events which took place subsequently, in the manner of Biblical prophecies. Keen as I am to give the reader of the present article the most up-to-date information, I have allowed myself this unusual licence. Footnotes would have been a way out, but some of the footnotes would have been so lengthy as to be clumsy in a newspaper article. ਜਿਨਸੀ ਸ਼ੋਸ਼ਣ ਖਿਲਾਫ ਮਹਿਲਾ ਭਲਵਾਨਾਂ ਦੇ ਤਾਜਾ ਧਰਨੇ ਨੂੰ ਮਹੀਨੇ ਤੋਂ ਉੱਪਰ ਦਾ ਸਮਾਂ ਬੀਤ ਚੁੱਕ ਹੈ। ਇਹ ਸੰਘਰਸ਼ ਪੂਰੇ ਮੁਲਕ ਦੇ ਧਿਆਨ ਦਾ ਕੇਂਦਰ ਬਣ ਚੁੱਕਾ ਹੈ। ਇਹ ਜਿਨਸੀ ਸ਼ੋਸ਼ਣ ਦੇ ਮਸਲੇ ਨਾਲ਼ੋਂ ਅੱਗੇ ਵਧ ਕੇ ਇਹ ਫਾਸ਼ੀਵਾਦੀ ਭਾਜਪਾ ਦੀ ਹਕੂਮਤ ਦੀ ਧੌਂਸ ਨੂੰ ਚੁਣੌਤੀ ਦੇਣ ਤੱਕ ਪਹੁੰਚ ਗਿਆ ਹੈ। ਖਿਡਾਰੀਆਂ ਨਾਲ਼ ਜਿਨਸੀ ਸ਼ੋਸ਼ਣ, ਉਹਨਾਂ ਨਾਲ਼ ਵਿਤਕਰਾ ਤੇ ਖੇਡਾਂ ਵਿੱਚ ਸਿਆਸੀ ਦਖਲ ਜਿਹੇ ਮਸਲੇ ਵੀ ਇਸਦੇ ਕਲਾਵੇ ਵਿੱਚ ਆ ਗਏ ਹਨ। ਭਾਜਪਾ ਦੇ ਫਾਸ਼ੀ ਟੋਲੇ ਪਹਿਲਾਂ ਇਸ ਸੰਘਰਸ਼ ਨੂੰ ਮੀਡੀਆ ਤੇ ਸ਼ੋਸ਼ਲ ਮੀਡੀਆ ਵਿੱਚ ਬਦਨਾਮ ਕਰਨ ਲਈ ਪੂਰੀ ਵਾਹ ਲਾ ਰਹੇ ਸਨ, ਪਰ ਅਸਫਲ ਰਹਿਣ ਕਾਰਨ ਹੁਣ ਸਰਕਾਰ ਜਬਰੀ ਇਸ ਸੰਘਰਸ਼ ਨੂੰ ਖਤਮ ਕਰਨ ਦੇ ਰਾਹ ਪਈ ਹੈ। → ਕਰਨਾਟਕਾ ਚੋਣਾਂ ਦੇ ਨਤੀਜੇ ਆ ਚੁੱਕੇ ਹਨ। ਕਰਨਾਟਕ ਦੱਖਣ ਭਾਰਤ ਦਾ ਇੱਕੋ ਇੱਕ ਅਜਿਹਾ ਸੂਬਾ ਸੀ, ਜਿਸ ਨੂੰ ਭਾਜਪਾ ਨੇ ਮੱਲਿਆ ਹੋਇਆ ਸੀ। ਇਸ ਵਾਰ ਦੀਆਂ ਵਿਧਾਨ ਸਭਾ ਚੋਣਾਂ ਵਿੱਚ ਕਾਂਗਰਸ ਨੇ ਸੂਬੇ ਦੀ ਸੱਤ੍ਹਾ ਹਾਸਿਲ ਕਰਦੇ ਹੋਏ 43 ਫੀਸਦੀ ਵੋਟਾਂ ਨਾਲ਼ 135 ਸੀਟਾਂ ਜਿੱਤੀਆਂ, ਉੱਥੇ ਭਾਜਪਾ 36 ਫੀਸਦੀ ਵੋਟਾਂ ਨਾਲ਼ 66 ਸੀਟਾਂ ਤੱਕ ਸੀਮਤ ਰਹਿ ਗਈ। ਇਸ ਤਰ੍ਹਾਂ ਭਾਜਪਾ ਨੂੰ ਭੈੜੀ ਹਾਰ ਮਿਲ਼ੀ। ਜਨਤਾ ਦਲ ਸੈਕੂਲਰ ਨੂੰ ਕਰਨਾਟਕ ਵਿੱਚ 13 ਫੀਸਦੀ ਵੋਟਾਂ ਨਾਲ਼ ਸਿਰਫ 19 ਸੀਟਾਂ ਹੀ ਮਿਲ਼ੀਆਂ। ਧਿਆਨ ਦੇਣ ਯੋਗ ਹੈ ਕਿ ਭਾਜਪਾ ਦਾ ਵੋਟ ਫੀਸਦ 2018 ਦੀਆਂ ਚੋਣਾਂ ਮੁਕਾਬਲੇ ਓਥੇ ਹੀ ਖੜ੍ਹਾ ਹੈ। ਪਰ ਕਾਂਗਰਸ ਦੇ ਵੋਟ ਫੀਸਦ ਵਿੱਚ 5 ਫੀਸਦੀ ਦਾ ਵਾਧਾ ਹੋਇਆ ਹੈ। ਤੱਟੀ ਕਰਨਾਟਕਾ ਅਤੇ ਬੇਂਗਲੁਰੂ ਸ਼ਹਿਰੀ ਖੇਤਰ ਨੂੰ ਛੱਡ ਕੇ ਕਾਂਗਰਸ ਨੇ ਪੂਰੇ ਸੂਬੇ ਵਿੱਚ ਹੂੰਝਾਫੇਰ ਜਿੱਤ ਹਾਸਲ ਕੀਤੀ ਹੈ। ਪਰ ਕਾਂਗਰਸ ਦੀ ਇਸ ਜਿੱਤ ਨੂੰ ਲੋਕਾਂ ਦੀ ਜਿੱਤ ਬਣਾਕੇ ਪੇਸ਼ ਕਰਨਾ, ਜਿਵੇਂ ਕਿ ਭਾਜਪਾ ਤੋਂ ਕਾਂਗਰਸ ਕੋਈ ਅਸਲੋਂ ਹੀ ਵੱਖਰੀ ਸਿਆਸਤ ਕਰਦੀ ਹੈ, ਬਿਲਕੁਲ ਗਲਤ ਹੈ। ਕਾਂਗਰਸ ਦੀ ਜਿੱਤ ਨਾਲ਼ ਵੀ ਲੋਕਾਂ ਦੀ ਜਿੰਦਗੀ ਦੀਆਂ ਸਮੱਸਿਆਵਾਂ ਭੁੱਖ, ਨੰਗ, ਬੇਰੁਜਗਾਰੀ, ਗਰੀਬੀ ਆਦਿ ਉੱਥੇ ਹੀ ਖੜ੍ਹੀਆਂ ਰਹਿਣਗੀਆਂ। ਹਕਮੂਤੀ ਲੋਕ ਦੋਖੀ ਨੀਤੀਆਂ ਉਸੇ ਤਰ੍ਹਾਂ ਹੀ ਚੱਲਦੀਆਂ ਰਹਿਣਗੀਆਂ। ਇਸ ਲਈ ਕਾਂਗਰਸ ਦੀ ਜਿੱਤ ਨੂੰ ਲੋਕਾਂ ਲਈ ਰਾਹਤ ਵਜੋਂ ਪੇਸ਼ ਕਰਨਾ ਸਰਾਸਰ ਫਰੇਬ ਹੈ। → P...

Naresh Kumar Shaad was a multifaceted personality. He was a poet, prose writer, translator, and also had the distinction of editing several journals. It is rather ironic that he is remembered for his habit of excessive drinking although he was a poet and writer of remarkable worth who also drew upon Western forms and genres to enrich his literary oeuvre. Shaad was born in village Yahyapur in Hoshiarpur district of Punjab, on September 11, 1927. His father, Dard Nikodari, was also a poet and one of the distinguished disciples of Josh Malsiyani. His family environment helped him acquire his skills in writing verse at an early age. He studied at Government High School, Chunian, district Lahore, from where he passed his Matriculation examination in first division. Later, he worked at Rawalpindi and Jalandhar but resigned his government job to get back to Lahore and start editing journal Shalimar. Following India’s Partition, he lived for some time at Kanpur and edited a journal called Chandan in association with Hafeez Hoshiarpuri. After this journal seized publication, he came to Delhi and started editing Baldev Mittar Bijli’s journal called Raahi. He also brought out another journal called Nuqoosh. Relinquishing his career as an editor, he joined government service in Housing and Rent Department. His collections of poetry include Butkada, Faryaad, Dastak, Lalkaarr, Aahatein, Qaashein, Aayaat-e Junoon, Phuaar, Sangam, Mera Muntakhib Kalam, Mera Kalam Nau ba Nau, and Wijdaan. ...
