Presidential Poll Jargon: What Does "Value Of Vote Of MPs" Means

New Delhi: The value of the vote of a Member of Parliament has gone down to 700 from 708 in the presidential poll scheduled for July 18 due to the absence of a legislative assembly in Jammu and Kashmir. The value of the vote of an MP in a presidential election is based on the number of elected members in legislative assemblies of states and union territories, including Delhi, Puducherry and Jammu and Kashmir. Responding to a question on value of vote of each member of Parliament due to the absence of a legislative assembly in the union territory of Jammu and Kashmir, Chief Election Commissioner Rajiv Kumar told reporters that the value of vote of each MP will be 700. "It was 708 (earlier). It has been changing. It was 702 (at one time)," he said. The electoral college for the presidential election comprises the elected members of Lok Sabha, Rajya Sabha and those of the legislative assemblies of states and union territories including Delhi and Puducherry. Nominated MPs and MLAs as well as members of legislative councils cannot vote to elect the president. Before it was bifurcated into two union territories of Ladakh, and Jammu & Kashmir in August 2019, the erstwhile state of J&K had 83 assembly seats. According to the Jammu and Kashmir Reorganisation Act, the Union Territory of J&K will have a legislative assembly, while Ladakh will be governed directly by the Centre. Tribune News Service New Delhi, July 18 The Election Commission said overall turnout in the presidential poll was more than 99 per cent.Out of the electoral college of 4,809 (776 MPs and 4033 MLAs), 4,796 electors featured in the final voter list today. Two MLAs (Anant Kumar Singh and Mahendra Hari Dalvi) were declared ineligible to vote subsequent to a court judgement, five vacancies exist in Rajya Sabha and six in state assemblies leaving 13 electors out of the electoral college of 4809. “Out of the 771 MPs (five RS vacancies) eligible to vote and 4,025 MLAs (six vacancies and two disqualifications), over 99 per cent cast their votes and 100 pc voting by MLAs was reported from Chhattisgarh, Goa, Gujarat, Himachal Pradesh, Kerala, Karnataka, Madhya Pradesh, Manipur, Mizoram, Puducherry, Sikkim and Tamil Nadu,” the EC said. The polling took place at 31 polling locations -- one in Parliament House and 30 in state headquarters with 98.91 pc voter turnout recorded in the election station at Parliament House. The vote value of each of the 403 MLAs of Uttar Pradesh is 208, which pegs the cumulative value at 83,824. Each MLA of Tamil Nadu and Jharkhand has a vote value of 176 followed by that of Maharashtra (175), Bihar (173), Andhra Pradesh (159). The cumulative vote value of the 234-member Tamil Nadu assembly is 41,184 and that of 81-member Jharkhand is 14,256. The vote value of the 288-member Maharashtra assembly is 50,400 and 243-member Bihar house is 42,039 and 175-member Andhra Pradesh assembly is 27,825. The vote value of an MLA is calculated on the basis of the total population of the state, based on the 1971 census. As per the Article 54 of the Constitution of India, the elected members of both Houses of Parliament, and elected members of the Legislative Assemblies of all States including National Capital Territory of Delhi and the Union Territory of Puducherry.The polling will take place in Parliament House and state legislative assemblies between 10 am and 5 pm for which ballot boxes have already reached their destinations. For marking the vote, the Commission will supply particular pens. The pen will be given to the electors in the polling station by the designated official when the ballot paper is handed over. Electors have to mark the ballot only with this particular pen and not with any other pen. Voting by using any other pen shall lead to invalidation of the vote at the time of counting. Normally, Members of Parliament are expected to cast their votes at the place of polling in the Parliament House, New Delhi. Similarly, Members of State Legislative Assemblies are expected to vote at the respective State Legislative Assembly.
