Despite a Karnataka Government order offering relaxation for two years, the Department of School Education and Literacy (DSEL) has decided to implement the rule of mandatory completion of six years by June 1 for admission to class 1 from the academic year 2024-25. Most Central board schools and Kendriya Vidyalaya Schools (KVS) have implemented the rule from the 2023-24 academic year. The Karnataka Government is following the age criteria of 5+ year for admissions for class 1. However, as part of the National Education Policy (NEP-2020), the Union Education Ministry’s Department of School Education and Literacy has made it mandatory for completion of six years for admission to class 1. On July 26, 2022, the DSEL had issued an order mandating the same from the academic year 2023-24. It created lot of confusion and anxiety among parents, after which the Karnataka government gave a relaxation for two academic years. An order issued by the DSEL on November 15, 2022, stated that the 6-year age completion rule will be implemented from 2025-26 academic year. Now, DSEL has decided to implement the order one year earlier. LKG admission: schools ‘displaying wrong information’

A few schools in Belagavi city have reportedly displayed notifications carrying wrong information on the age criteria for admission to LKG classes. The parent of a child aged 3 years and two months told The Hindu that at least two convent schools have displayed in their notification on the calendar of events that the eligible age for admission to LKG classes is 3 years and 10 months. When the parent contacted the Education Department staff, it was found that the notification was misleading. The notification says that the “candidate should be minimum 3 years 10 months and maximum 4 years 10 months as on June 1, 2015 (i.e., the candidate must be born between 1/8/2011 and 31/7/2015).” This is in contrast with the circular on age limit issued by the Department of Public Instruction on January 29, which states that the minimum age for admission to LKG was 3 years and the maximum was 4 years and six months. Department officials told The Hindu that they would look into the matter and direct the schools to display correct information.

This order will be uniformly applicable to government, aided, and unaided schools and will come into force for the academic year 2018-19. At the same time, maximum age for admission to first standard has been kept at seven years. Under secretary in the department of education, V Nagesh Rao, issued the above order, considering that minimum and maximum age of children seeking admission into Kendriya Vidyalaya has been determined at five and seven years respectively. The order was issued under rule 20 of Karnataka Education Act 1983 and section 12 (1) of the Right of Children to Free and Compulsory Education Act, 2009. Under Right to Education Act, age at admission into LKG in unaided and minorities students had been fixed at four year ten months in place of three years ten months and for first standard, from five years ten months to six years ten months with effect from 2016-17.
