MLA fund can now be used for housing societies, Maharashtra government gives nod

MUMBAI: In what will be a major help to all political parties, the state government has approved utilisation of MLA Local Area Development (LAD) fund on the premises of housing societies. This will be applicable in all areas under municipal corporations, municipal councils and Nagar Panchayats. Civic elections are due in nearly 15 municipal corporations, including BMC, most likely after the monsoon season. "This decision is long overdue. In urban areas, people living in housing societies must also get benefit of the local area fund. One may argue it is a form of appeasement, but a lot of amenities can be created with this fund," said BJP MLA from Bandra (west), Ashish Shelar. Congress MLA from south Mumbai, Amin Patel, said there are no housing societies in Mumbadevi, Byculla, Sewri. "We are allowed to use our LAD funds for repair and rehabilitation of old and dilapidated most of which are cessed buildings," he said. In the recent past for assembly polls, candidates in urban areas wooing voters in housing societies paid annual property tax bills, installed paver blocks etc. Unlike in slums where families are offered money in cash and also liquor, housing society members seek common amenities in return for votes. "It's a good idea. Many works require capital investment and often societies don't have that kind of fund or are not inclined to take it up, but if there is such an incentive, societies will take up these works. As for people then being obligated to vote for the pe...

Maharashtra hikes MLA funds to Rs 4 crore, up 100% in 14 months

MUMBAI: Though cash-starved, the MVA government has hiked MLAs’ local area development fund for the second financial year in a row. On Wednesday, CM Ajit Pawar said that from 2021-22, each MLA’s fund will be hiked to Rs 4 crore, putting an additional burden of Rs 350 crore on the state exchequer. In the previous budget, the state had increased MVA to cap for 1% stamp duty sop to women The state government will set a cap on the price of the property purchased by women to avail the 1% concession in stamp duty rate, said finance minister Ajit Pawar during a discussion on the state budget 2021-22 in the legislative council on Wednesday. “We are hoping to extend the relief to lower- and middleclass families through this scheme. So, while issuing the government order for the scheme, we will be mentioning a price cap for the property purchased,” Pawar said. “Someone who buys a house worth Rs 10 crore should not be able to get this relief.” Despite facing its highest ever debt of Rs 6 lakh crore in 2021-22 and a revenue deficit of Rs 46,178 crore which could rise to over Rs 70,000 crore if central dues do not come in, There are 288 MLAs and 87 MLCs in the Maharashtra legislature. Pawar also said the state will consider implementing the scheme under which Rs 50,000 each was to be given to farmers who regularly paid crop loans. Reverting to the erstwhile Fadnavis government’s decision of making e-tender mandatory for development work, Pawar said, “The e-tendering process will be man...

Member of Legislative Assembly (MLA), Role, Power, Eligibility Criteria, Salary

About Member of the Legislative Assembly (MLA) The federal structure of the Indian system of governance is three-tiered, each tier having executive functions. According to the Constitution of India, the Union or the Central Government is the highest executive body of India. It delineates some of its powers to its constituent political units that comprise the State Governments in each state. This is the second tier in the structure. In other words, each state is vested with exclusive executive powers, managed by the ruling governments in each state. The third tier in the federal structure is the local-level governance of the Panchayats and the Municipalities. The legislative body of a state in India is called as the State Legislative Assembly. Just as the Central government has the parliament as the legislative body, the states have their respective state legislative assembly. However, the law passed by the parliament applies to the entire country. Whereas, the laws passed by state legislative assembly apply to that specific state. State Legislative Assembly is also called Vidhan Sabha. Further, states have adopted either unicameral or bicameral legislature. Unicameral means having only one legislative chamber or the house while bicameral implies that there are two legislative chambers. In the bicameral system, the lower house of the legislature for a state is known as the State Legislative Assembly and the upper house is known as the State Legislative Council. There are 28...
