Six appear for ONGC chairman interview; Mittal, Vaidya skip

Six candidates, including Bharat Petroleum Corporation Ltd. chairman Arun Kumar Singh and Engineers India Ltd. head Vartika Shukla on Saturday appeared for an interview before a search-cum-selection committee that is looking for a new head for India's top oil and gas producer ONGC, sources said. The panel had Ms. Mittal and Mr. Vaidya chose not to appear for the interview, they said. Prominent among those who appeared were Mr. Singh, who is due to retire from the top Bharat Petroleum Corporation Ltd (BPCL) job at end of October and who has already been selected to head regulatory body Petroleum and Natural Gas Regulatory Board (PNGRB), and Engineers India Ltd (EIL) chairman and managing director Vartika Shukla. Others who appeared for the interview included Oil and Natural Gas Corporation (ONGC) directors Pankaj Kumar and Rajesh Kumar Srivastava. Two of the three external candidates called for the interview appeared before the panel, they said. The choice of the selection committee was not immediately known and the appointment will take at least 2-3 months as the candidate selected will have to be cleared by anti-corruption bodies like CBI and CVC before the name is put up to the Appointments Committee of the Cabinet (ACC) for final vetting and approval. 10 in fray for ONGC chairman's post, seven for director offshore

The race for the Oil and Natural Gas Corporation (ONGC) chairman's post has captured headlines with the presence of two senior bureaucrats – Avinash Joshi and Niraj Verma. However, the selection interview on June 4 is also interesting because four out of the total 10 candidates who have applied for the ONGC chairman and managing director's post are also in the fray for the post of director (offshore) of ONGC. Interestingly, the Public Enterprise Selection Board (PESB) has called the candidates for both the high profile posts on the same day (June 4) -- at 9.30 am chairman’s post and at 3.30 pm for the director (offshore). A total of ten candidates are in the race for the post of ONGC chairman. This includes two Indian Administrative Service Officers Avinash Joshi and Niraj Verma, from the 1994 batch belonging to Assam-Meghalaya cadre, both serving as principal secretaries in the government of Assam. The other known names for the post include Mangalore Refinery and Petrochemicals Ltd (MRPL) director-finance Pomila Jaspal, ONGC director (technology and field services) Om Prakash Singh and Container Corporation of India director-finance Manoj Kumar Dubey. Arun Kumar Singh appointed Chairman of ONGC for tenure of 3 yrs

The eligibility criteria for board-level position at PSU for an internal candidate should not be more than 58 years of age on the date of the vacancy. While, the eligibility for criteria external candidates is the maximum age of 57 years on the date of the vacancy. The ministry changed the rules to state that any candidate to be eligible should not be more than 60 years. The vacancy arose on March 31, 2021. State-owned Oil and Natural Gas Corp. ( ₹12,825.99 crore, primarily because of the levy of windfall tax by the government to take away gains arising from the spurt in international oil and gas prices. Revenue from operations surged 57.53% on year to ₹38,320.76 crore in quarter ended September 2022 from ₹24,353.61 crore a year. The company scrip was trading 0.81 per cent down at ₹141.25 on BSE.

Post Shanker’s retirement last year, Subhash Kumar, director for finance and senior most director on ONGC board, was given the additional charge of chairman and managing director. After his retirement on December 31, 2021, Alka Mittal, Director for Human Resources, ONGC, was given additional charge. She will superannuate in August this year.
