Premium Punjab: New instructions for sale deeds, plots in illegal colonies The instructions were issued by a committee formed by Punjab Chief Minister Bhagwant Mann and which includes Additional Chief Secretary cum Financial Commissioner Revenue (ACS cum FCR), principal secretary of housing and urban development and principal secretary of the local government. After it issued a letter on May 24 to stop the sale deeds of properties in illegal colonies that have mushroomed across the state in recent years, the Punjab government issued orders on June 13 to stop the sale of plots/buildings in these colonies without obtaining the ‘No Objection Certificate’ (NOC), which is to be issued by the competent authority, from the plot/building owner. The instructions were issued by a committee formed by Punjab Chief Minister Bhagwant Mann and which includes Additional Chief Secretary cum Financial Commissioner Revenue (ACS cum FCR), principal secretary of housing and urban development and principal secretary of the local government. Tribune News Service Chandigarh, September 10 In a bid to ensure quick and timely disposal of applications for regularization of properties situated in unauthorized colonies in the state, Punjab Government has introduced a facility of online submission and processing of applications on the regularization portal for obtaining NoC. The state government has also fixed a deadline of maximum 21 working days to complete the whole process to issue the NoC. Revealing this, Punjab Housing and Urban Development Minister Aman Arora made it clear that this facility of regularization could be availed only by those allottees/residents whose properties fall under the unauthorized colonies developed before March 19, 2018. Arora said that the person concerned can now log on to www.punjabregularization.in portal dedicated to regularization of plots and buildings situated in unauthorised colonies, which will be processed online. Till now, the applications were processed offline so the applicants had to wait a long for getting the NoC. Due to ignorance, a considerable number of people had purchased properties in unauthorised colonies which had mushroomed in the past few years. These allottees/residents had invested their hard earned money to purchase plots or other establishments in these colonies, the Minister added. Tribune News Service Chandigarh, June 14 The Department of Revenue, Rehabilitation and Disaster Management today clarified that no-objection certificates (NOCs) would not be required for sale deeds and transfer of rights in authorised colonies. As for illegal colonies, NOCs will be required from the competent authority. Guidelines in this regard will be framed soon. In case of the Local Government Department, the Commissioner of Municipal Corporations and Additional Deputy Commissioners (Development) have been designated as competent authorities for issuing the NOCs. As for the Housing and Urban Development Department, Additional Chief Administrators are the competent authorities for issuing the NOCs. A senior government functionary said the main focus area was to frame NOC guidelines for unapproved colonies and those for which developers have not deposited the entire regularisation fee. In the past, individual plot holders managed to get NOCs on the basis of backdated stamp papers for executing the sale deeds in illegal colonies. To curtail this practice, the government is now farming strict guidelines to ensure that plot holders with bona fide documents get the NOCs, say sources. BENEFICIARIES TO APPLY ON e-portal • The Local Govt and Housing Depts have jointly developed an e-portal for plot holders to apply • Depending upon the area, the application will be directed to either of the departments • The e-portal will enable beneficiaries to upload relevant documents & get the NOC after verification as per the criteria • Applications of individual plots holders in colonies prior to March 19, 2018, will be entertained The NOC is required by the plot owners for the registration of their properties. The move will enable the Local Government Department and the regional authorities under the Housing Department to clear the huge backlog of applications of the NOC seekers. After coming to power, the Chief Minister Bhagwant Mann-led AAP government had put a condition that no registries would take place without an NOC from a competent authority so that the plot holders were not cheated.
