Successful Global PMO

Abstract Managing a successful PMO (Project Management Office) is difficult at best—and if that PMO is global, the challenges increase exponentially. This paper addresses those hurdles, including risks and best practices, and highlights the PMO director's behaviors that are critical to drive that success. Topics discussed are establishing an organizational structure, leading with a strategic bias, creating paths for clear communication, controlling change management, setting expectations, and addressing cultural differences. Real world examples and results underscore the practical advice and information provided for immediate application. Readers will be able to improve their capabilities in running a global PMO, avoid costly mistakes, differentiate and appropriately utilize different leadership styles, and be able to understand and incorporate cultural differences. While much of the information discussed may apply to any PMO, there is special consideration given to global concerns. Typical PMO Failures What is failure? PMO failure is the inability to significantly impact bottom-line results so that upper management finds value in the activities of the PMO. There are many individual components that account for the failure of a PMO, and sometimes multiple reasons, but the majority of PMO failures are due to a few high-level causes. Unclear Direction With the typical business mentality of “hit the ground running,” many PMO directors are forced to react and address concerns o...

PMO's Facebook, Twitter, Youtube

Prime Minister Binyamin Netanyahu's Office (PMO) has joined the modern world of social media. Monday night, the PMO launched four pages on the popular Facebook, Twitter, YouTube, and Flickr sites, in order to stay in touch with a public that has grown increasingly attached to online communication and sharing. The YouTube channel features videos in English and Hebrew, including Netanyahu's recent speeches and trips. The Facebook fan page and Twitter account include posts and tweets on the Prime Minister's activities, as well as highlights of other members of his office and advisors. The posts are variously in Hebrew, English, and Arabic. The new accounts are integrated into the PMO website. The first Twitter 'tweet' reads, "The Prime Minister's Office has begun to tweet on Twitter." Regarding the jump into social media, Prime Minister Netanyahu says, "Today, social media channels are more vital than ever for Israel's public diplomacy efforts, for administrative transparency and for providing citizens with updated information." He has directed that these media be used during his upcoming trip to Washington in order to pass along updates and current information. Israel National News spoke with the Prime Minister's Office (PMO) about the launch. The project is headed by Eitan Eliram, who holds a PhD. in New Media and heads the Internet and New Media department at the PMO's National Information Directorate. He began working on the project eighth months ago. The preparation incl...

The PMO

Abstract “ Eight months ago we hired a couple of guys, promoted one of our Lead Engineers, and setup a PMO. It hasn't been delivering anything you know…” Here is a statement that is becoming increasingly familiar in many parts of the world, and across various industries. While multiple stakeholders and decision makers are coming to realize the importance of the PMO, many are under the impression that the setup and running of a PMO is as easy as taking the decision and hiring the right resources—what we call the “Plug and Play” syndrome. This paper provides a clear understanding of key best practices in contrast to common pitfalls, enabling application across various organizations and industries based on the latest editions of the Project Management Institute's (PMI) standards: The Standard for Portfolio Management– Third Edition, The Standard for Program Management– Third Edition, A Guide to the Project Management Body of Knowledge (PMBOK ® Guide) - Fifth Edition, and Organizational Change Management: A Practice Guide. Introduction and Background “ Eight months ago we hired a couple of guys, promoted one of our lead engineers, and set up a PMO. It hasn't been delivering anything, you know…” Is a statement that is becoming increasingly familiar in many parts of the world, and across various industries. Project Management Office (PMO) Functions

Introduction Project business is an emerging research field that addresses how project-based firms organize their internal and external activities to support the business objectives of projects, firms, and the network of firms (Kujala & Artto, 2008). In this paper, we continue this stream of research by focusing on how project-based firms support their customer project deliveries to achieve business objectives. Our aim is to contribute to the existing research on project-based firms (PBFs) by looking at the specific problem of organizational solutions for project support in such firms. There is an emerging field of research addressing the management of project-based firms. In general, we use the term “project-based firm” (Whitley, 2006) to refer both to firms that conduct just part of their operations in project form (“project-led, “according to Hobday, 2000) even while their primary productive activity might be volume-based or operations-oriented. We also use it for firms that organize most of their internal and external activities in projects (“project-based,” according to Hobday, 2000; Lindkvist, 2004). Both technology-based and service-providing firms increasingly organize their operational activities in customer delivery type projects (Lindkvist, 2004; Artto & Wikström, 2005; Whitley, 2006). Project-based firms and organizations are found in a wide range of industries, such as consulting and professional services, cultural industries, high technology, and complex prod...

A Roadmap to PMO Excellence

Abstract In the world of the project management office (PMO), strategic thinking is not enough—agility and adaptability are crucial for the overall survival and sustainable growth of modern-day PMOs. Over the past 18 months, Fonterra's PMO has been through a paradigm shift. We had a vision to make our PMO great again, and to make this happen, an improvement plan was needed to reach that vision. Understanding the current state was key to knowing where to go, how to get there, and how much change the organization could tolerate before meeting its breaking point. From a baseline of urgent needs, the journey for improvements commenced, but not without obstacles and conflicting priorities. Strong leadership, vertical and horizontal support, and engagement were pivotal for the direction we set for success. This article will cover: • Why the PMO needs a roadmap; • Critical success factors for establishing a PMO roadmap; • Eight steps we undertook to establish a PMO roadmap; and • Insights to the benefits realized and lessons learned from our PMO roadmap journey.
