Promoting population health with public

Background Although public-private partnerships have become common in the health sector, the evidence supporting their effectiveness is limited, and when the products or services provided by the private partner are harmful to health inherent conflicts of interest may be difficult to overcome. The objective of this study is to appraise the evidence describing process or effectiveness of public-private partnerships (PPPs) that aim to promote population health, and analyse how characteristics such as independence or competing interests influence the results of their evaluation. Methods We carried out a systematic search of Medline and Web of Science to identify scientific reports evaluating the process or effectiveness of PPPs that aim to promote population health. Two reviewers applied inclusion criteria, extracted and evaluated study quality. We classified PPPs according to the health problem tackled, the independence of the evaluation, and the potential for competition between business interests of the private partner and health promotion activity undertaken. We classified the conclusions of the evaluation as positive (supportive/tentatively supportive) or negative (semi-critical/critical). Results We identified 36 studies evaluating 25 PPPs. Evaluations that were favourable to the use of PPPs in health promotion were more frequently classed as “not independent” and of poor quality. Public private partnership (PPP) refers to an arrangement between the government and the private sector, with the principal objective of providing public infrastructure, community facilities and other related services. Such long-term partnerships are characterised by a sharing of investments, risks, rewards and responsibilities for the mutual benefit of both parties involved. A survey in 2001 showed benefits of PPPs to include high quality facilities and infrastructure, with construction completed as planned, on time and within budget; staff and user satisfaction; responsiveness of the private sector; efficient development of output specifications, economies of scale, innovative technologies, more flexible procurement and compensation arrangements and reduced overheads. The introduction of private-sector ownership to state-owned businesses, using the full range of possible structures and with the sale of either a majority or minority stake; 2. The Department of the Treasury and the Small Business Administration released the PPP loan data Monday. The Department of the Treasury and the Small Business Administration (SBA) released dataMonday related to loans administered through the Paycheck Protection Program (PPP). Established through the $2.2 trillion Coronavirus Aid, Relief, and Economic Security (CARES) Act, PPP loans are "designed to provide a direct incentive for small businesses to keep their workers on the payroll." Additionally, the SBA states that it will forgive loans "if all employee retention criteria are met, and the funds are used for eligible expenses." The small business loan program was rolled out to great demand but soon ran out of funding by mid-April until President Donald Trump signed an interim $484 billion stimulus packageon April 24 which included $310 billion for the program. Starting Monday morning, the PPP began accepting applications again, with a new deadline set for August 8. Provider organizations have been examining their options to financially solvent during the coronavirus disease 2019 (COVID-19) outbreak and some had requested clarification from the SBA about if they were eligible to apply for a loan through the program.
