No. SAMB/I-In exercise of the powers conferred by Section 44 of the Punjab Agricultural Produce Markets Act, 1961 (XXIII of 1961) and all other powers enabling him in this behalf, the Chairman, State Agricultural Marketing Board, Punjab, Patiala, confirms and notifies the following Bye-Laws for the Market Committee functioning in the State. 1. Short title The Bye-laws may be called Punjab Market Committees Bye-Laws. 2. Commencement These shall come into force at once. 3. Definitions In these Bye-laws, unless there is anything repugnant in the subject or context (1) “Act” means the Punjab Agricultural Produce Markets Act, 1961. (2) “Rules” means the Punjab Agricultural Produce Markets (General) Rules, 1962. (3) “Committee” means the Market Committee established and constituted under section 11 and 12 of the Act. (4) “Chairman” means the Chairman of the Market Committee. (5) “Weighing” shall mean and include putting the filled bag or container on the scale, adjustment of weight and putting it down from the scale. (6) “Unit” means the Standard filling in a bag ot a container as fixed by the Board for various items of agricultural produce under rule 25 (1). (7) The words and expressions defined in the Act and Rules sqall have the same meaning in these Bye-laws as have been assigned to these in the Act and Rules. 4. The move is expected to benefit around 9 lakh registered farmers who will be looking to sell their crop (wheat) at MSP during this procurement season. At least 175 properties owned by the cash-strapped Punjab State Agricultural Marketing Board, popularly known as mandi board, would go under hammer next month. The process of auction has started as the board has invited bids for the properties. A loan of ₹4,600-crore was raised in 2017 to fund debt waiver to farmers and ₹800-crore in 2021 for development works. (HT File Photo) Sale of properties will ease out financial stress, which the board is suffering from, due to non-release of rural development fund (RDF) by the Centre during past three foodgrain procurement seasons and curtailment of the mandi fee from 3% to 2%, leading to a shortfall in board’s earning by ₹3,880-crore. “We expect to raise ₹100-crore from this auction, which will help in maintaining the day-to-day expenses of the board,” said a board officer on the request of anonymity. He added that due to financial crunch the board is completing the works that have been started in the past but have stopped making fresh proposals.
