Kaushal Panjee (DDU

About the Scheme: The DeenDayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), the flagship program of Ministry of Rural Development, GoI, aims to provide skill training and wage employmentopportunities to rural poor youth. The Rural Self Employment Training Institutes (RSETI) is another program of Ministry of Rural Development to provide skilling and self-employment opportunities to rural poor youth. Both programs are being implemented by Rural Skills Division of Ministry of Rural Development, GoIin coordination with States/UTs. Background of the Kaushal Panjee: States required pool of eligible rural poor youth for both of these programs and on the other hand, rural poor youth needed a facility to apply for training under these programs which is available 24x7. With these basic objectives, Kaushal Panjee was implemented as a web&mobile based mobilization tool for registration of beneficiaries for DDU-GKY and RSETI programs. 1. Need for the Reform Mobilization of suitable candidates is crucial for success of DDUGKY and RSETI program. There was no database of Rural Youth at national level, having their demographic details and aspirations, which can be used for promoting their livelihoods on sustainable basis. It was creating hurdle in proper targeting of Rural Youth in specific geographies for skilling. Project implementing agencies (PIAs) were dependent on their own understanding of the geography and availability of rural youths there, leading to uneven spread and coverage of...

Rural Self Employment Training Institute (RSETI)

RSETI scheme is a unique initiative taken up by MoRD in January 2009 in mitigating the problem of unemployment. Every year, millions of youth from rural and semi urban areas, who could not pursue higher and professional education, enter the job market but do not find suitable job because there is a limitation for getting jobs. In such a situation, the need was felt for promotion of self employment for the youth in general and for youth from below poverty line (BPL) in particular. The scheme envisage framework for imparting good quality residential training and post training follow up with credit linkages for sustained motivation among the trainees with the objectives of promoting entrepreneurship among the rural youth to earn their own livelihood. It is true that there are many institutions engaged in skill development of rural youth but majority of them are doing the work of skill development only. What happens after the training is not their concern. In other words training looks like giving a formal education. The basic objectives of the RSETIs is not only to impart skill development training to rural youth but to also impart soft skill to them, which is an integral part of the training to inculcate confidence and to motivate them as well as to ensure establishment of micro enterprise by the trainees as a mean of self employment to earn his or her livelihood or to supplement the family income. Thus, the training responsibility is just 15-20%, and the real work i.e. hand...
