This research study was commissioned by the UK’s Department for International Development (DFID) in India to provide a broad overview of key issues associated with how the role of the private sector in education has evolved over the last ten years of Sarva Shiksha Abhiyan (SSA), the Government of India’s flagship programme for universal elementary education. The terms of reference set the focus of this study on broadly covering public-private partnerships (PPPs) and the emergence of low-fee private schooling. —Education is considered globally as one of the important instruments for social change. It attaches more significance for the developing nations. Moreover, child centric quality education has still been concerns of intellectuals, policy makers and social activists across the world in general and backward regions like India in particular. This paper is an attempt to underline the issues related to quality education in Bihar, one of the most backward states of India. This exercise is intended to deal with status of free and compulsory quality education, its underlying challenges, gaps in terms of hard and soft infrastructure and desired imperatives. 6-14 वर्ष के सभी बालक-बालिकाओं को नि:शुल्क व अनिवार्य प्राथमिक शिक्षा प्रदान करने हेतु भारतीय संसद में एक कानून बनाया गया जिसे शिक्षा अधिकार अधिनियम- 2009 के रूप में राज्य सभा द्वारा 20 जुलाई, 2009 को पारित किया गया तथा लोकसभा द्वारा 4 अगस्त, 2009 को 'द राइट ऑफ चिल्ड्रन टू फ्री एण्ड कंपलसरी एजुकेशन बिल पारित किया गया। इस अधिनियम के तहत संविधान के अनुच्छेद 21-ए के अन्तर्गत बच्चों को निःशुल्क एवं अनिवार्य शिक्षा के मूल अधिकार को क्रियान्वयन का प्रावधान किया गया। निशुल्क एवं अनिवार्य शिक्षा अधिकार अधिनियम 1 अप्रैल, 2010 से सम्पूर्ण देश में लागू किया गया - जम्मू कश्मीर को छोड़कर। भारत 'शिक्षा' को बच्चों के लिए मौलिक अधिकार के रूप में घोषित करने वाला विश्वका 135वाँ देश है। राजस्थान राज्य में धारा-38 का लाभ उठाते हुए वर्ष-2011 में 29 मार्च को निःशुल्क एवं अनिवार्य शिक्षा अधिनियम के रूप में लागू किया गया। राजस्थान में RTE-2009 की धारा 38 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए राज्य सरकार ने इस अधिनियम के प्रावधानों की क्रियान्विति हेतु 'राजस्थान निःशुल्क एवं अनिवार्य बाल शिक्षा का अधिकार नियमावली 2011' निर्मित कर 29 मार्च 2011 अधिसूचना जारी की गई तथा इस अधिनियम में 10 अध्याय 29 धाराओं का उल्लेख किया गया है। निःशुल्क और अनिवार्य बाल शिक्षा का अधिकार अधिनियम 2009 (2009 का केन्द्रीय अधिनियम सं.35) की धारा 38 द्वारा विद्यालय प्रबन्धन एवं प्रशासन प्रदत्त शक्तियों का प्रयोग करते हुए राज्य सरकार ने इसके संदर्भ में निम्न नियम एवं धाराएं बनाई है जिसका पालन कर शिक्षा के अधिकार का सुनियोजित तरीके से क्रियान्वयन किया जा सके। TABLE OF CONTENT विषय -सूची Click On The Text To Read Directly ...
