Chandigarh/ Mohali: Junior colleagues — working as ‘collection agents’ for bribes — would make calls demanding money on his behalf, collect the cash and then deposit it with jewellers as payment for gold bricks. This is how IAS officer Sanjay Popli, arrested in a case of graft, allegedly ran a “well-oiled corruption network” at the state’s Water and Sewage department, sources in the Punjab Vigilance Bureau told ThePrint. According to sources, the bribe money was stocked with the jeweller till it became equivalent to the price of a 1 kg gold brick or gold coins. The brick or coins were then sent to the officer’s home, the source said. Juniors in the department who worked for him and are now under probe, allegedly received only meagre amounts — between Rs 5,000 to 10,000 — for the job, claimed sources. Kartik Popli (27), son of Indian Administrative Service (IAS) officer Sanjay Popli who was arrested on corruption charges, died by suicide on Saturday, according to the police. The family of Mr. Kartik, who died in the presence of a team of Punjab Vigilance Bureau at their residence here, alleged that vigilance personnel were responsible for the incident. Four days after the arrest of Sanjay Popli in a corruption case, the Vigilance Bureau recovered over 12 kilogram (Kg) Gold, 3-kg silver among other items from the storeroom of his house at Sector 11 in Chandigarh. The 12-kg Gold includes 9 gold Bricks (each 1 kg), 49 gold biscuits and 12 gold coins, while 3 Kg silver includes 3 Silver bricks (each 1kg) and 18 silver coins (each 10 grams),” said an official statement. The vigilance team had reached Sanjay Popli's residence for another enquiry as his remand was coming to an end on Saturday. Tribune News Service Mohali, August 19 The Vigilance Bureau (VB) has filed a chargesheet in a court against IAS officer The chargesheet against the duo has been filed under Sections 7 and 7 (a) of the Prevention of Corruption Act. The VB has filed a 20-page chargesheet and named 55 witnesses in the case. Popli and Vats were arrested in the graft case on June 20 for allegedly demanding bribe in exchange for clearing tenders to lay sewer pipes in Nawanshahr. Sanjay Kumar of Karnal, a government contractor with a firm, Dikhadala Cooperative Society Limited, in his complaint, said Popli, during his posting as the Chief Executive Officer of the Punjab Water Supply and Sewerage Board, in connivance with his assistant secretary, Vats, had allegedly demanded bribe to clear a tender for Rs 7.30 crore. On January 12, Vats demanded Rs 7 lakh (1 per cent of Rs 7-crore project) for tender allotment on behalf of Popli. “Scared, Kumar handed over Rs 3.5 lakh to Vats in a car at Sector 20,” the VB had said. Vats intimated Popli and kept Rs 50,000 from the total. Later, Kumar refused to pay the remaining Rs 3.5 lakh demanded by Vats. The whistle-blower in IAS officer Sanjay Popli graft case, 44-year old contractor Sanjay Kumar had used a pen camera to prepare video of his alleged conduit Sandeep Wats accepting Rs 3.5 lakh from him in a car in sector 20, Chandigarh, in January this year. Kumar, a resident of Karnal in Haryana, said that he was allotted a tender worth Rs 7.5 crore for laying sewerage system in Nawanshahar by Punjab Sewerage Board when Sanjay Popli was posted as CEO. Kumar said, “Soon after, I received a call on January 12 from assistant secretary, Sandeep Wats stating that the IAS officer was seeking his cut of 1 per cent. I immediately withdrew the money and we met him in a car. I used a pen camera and recorded him while accepting the bribe. In the video, Wats is also seen talking to Popli stating that he had received an amount of Rs 3.5 lakh and the rest would be given by me later.” He added that he did not think of complaining against the IAS officer then. “But when Wats still chased me, even after Popli was transferred out of Sewerage Board, I was harassed. When I observed that Punjab’s Vigilance Bureau had arrested many big-wigs for bribe, I decided to complain against them. I registered a complaint with the anti-corruption helpline. Kartik Popli, 26, was a law graduate and preparing for the judicial service examination. Popli’s family accused Vigilance Bureau officials of shooting him, alleging they were being harassed by agency officials. Popli, who was brought by the Vigilance team for the search, told mediapersons at the Civil Hospital where he was taken for a medical check-up later that he was “eyewitness to the murder of my son”.
