Swachh Bharat Mission Phase II guidelines released

The operational guidelines for The dumping of untreated faecal sludge has destroyed surface and ground water. Safe toilets, with well-managed black and grey water, are the need of the hour, particularly in rural areas where on-site sanitation is the only solution. The guidelines talk about building more toilets or community toilet complexes to not leave anybody out. They also mention availability of adequate water or storage facilities of water for these toilets. They, however, do not mention clearly how water availability to toilets will be connected. Bottlenecks over the availability of water in toilets and solutions to make the mission a success are not explained either. There is only a mention of recharging groundwater by greywater. Gram Panchayats should converge village action plans (VAP) for SBM and Jal Jeevan Mission (JJM), according to the guidelines. “Greywater management in villages should be planned in consonance with piped water supply already provided to villages / planned to be provided under JJM or any other state schemes,” the guidelines said. The VAP for SBM and JJM should be part of their overall gram panchayat development plans, the guidelines said. The DDWS, in September 2019, released a 10-year strategy (2019-29) on SBM II. • 01/05/2020 • With the key objective of SBMG Phase I attained, the Government of India renewed its commitment to further enhance the sanitation and hygiene status in rural areas with the approval of Phase II of the programme. SBMG Phase II has been uniquely designed to leverage the capacity of individuals and communities in rural India to create a people’s movement to ensure that the ODF status of rural areas is sustained, people continue to practice safe hygienic behaviour and that all villages have solid and liquid waste management arrangements. SBMG Phase-II will be implemented from 2020-21 to 2024-25 in mission mode with a total estimated outlay of Rs.1,40,881 crores. This will be a novel model of convergence between different verticals of financing and various schemes of Central and State Governments to saturate the sanitation facilities for achieving the ODF Plus villages.

Phase 2 of Swachh Bharat Mission to focus on waste segregation at source

The Ministry of Housing and Urban Affairs (MoHUA), which is currently awaiting Cabinet approval for financial proposals for the second phase of Swachh Bharat Mission (SBM), on Monday launched the sixth edition of the annual Swachh Survekshan. The second phase of the SBM, announced in the Union Budget, will be responsible for sewage management in all cities that have less than 1 lakh population. Highly-placed government officials said that a major focus will be the segregation of waste at the source. “We are not even letting the urban local bodies bring in segregation waste technology. It is a regressive step. We need to segregate at the home-level. It will also reduce the cost,” a senior official said. However, sources said the Centre will not be contributing funds for the sewage system component of this phase. The other mandates of the second phase of SBM will target legacy landfills, single-use plastic, and construction and demolition waste. As for the Swachh Survekshan, the survey assesses waste segregation, wet waste processing capacity, dry waste recycling, construction and demolition waste processing, and landfill waste. Over 2,000 surveyors organised by the Quality Council of India will randomly visit 4,321 cities across the country throughout March to assess them according to sanitation parameters.
