Ex CBDT Chairman PC Mody Appointed New Secretary General Of Rajya Sabha

NewDelhi: Less than three months after being appointed as the secretary general of the Rajya Sabha, PPK Ramacharyulu has been replaced with former CBDT chairman PC Mody, sources said on Friday. PC Mody has been appointed as the new secretary general of the Rajya Sabha just weeks before the commencement of the Winter Session of Parliament, which is expected to start from November 29. Mr Mody, a former chairman of the Central Board of Direct Taxes (CBDT), will be the new secretary general of the Upper House of Parliament. Rajya Sabha Chairman M Venkaiah Naidu has signed an order to this effect, sources in the Rajya Sabha Secretariat said.

The position has traditionally been reserved for Indian Administrative Service (IAS) officers or senior parliament secretariat officers. Former Uttarakhand cadre IAS officer Utpal Kumar Singh is the current Lok Sabha secretary general. “PC Mody, former chairman of the CBDT, will be the new secretary general of Rajya Sabha. Rajya Sabha chairman M Venkaiah Naidu, the appointing authority, signed the order of appointment to this effect,” said a senior official. Two senior Opposition leaders, who asked not to be named, expressed surprise at the change of guard. Senior Congress leader Jairam Ramesh, in a tweet, said “Not surprised at all. Dr. PPK Ramacharyulu is a thorough professional, non-partisan and perfectly qualified for the post—three deadly sins in the Modi regime.” Mody, who is likely to take charge on Friday, is a 1982 IRS officer who was given three extensions as CBDT chairman since August 2019. Mr. Ramacharyulu is the first insider to rise from the ranks of the Secretariat as it’s ahead in about 70 years since the Rajya Sabha came into being in 1952. He is the first officer from the Upper House's Secretariat to rise to the position in the past 70 years. Ramacharyulu, who joined the Rajya Sabha Secretariat in 1983 after spending a year in Lok Sabha Secretariat, has been Secretary in the Upper House's Secretariat since 2018. The 64-year-old officer is the "first insider" to have risen from the ranks of the Secretariat as its head since the Rajya Sabha came into being in 1952. Nine such insiders have become the Secretary General of Lok Sabha so far. Rajya Sabha Chairman M Venkaiah Naidu appointed Ramacharyulu, who holds a PhD from the Jawaharlal Nehru University (JNU) for his work on 'Committee Systems of Indian Parliament and the US Congress: A Comparative Study' in 2005, after Desh Dipak Verma demitted office as Secretary General after serving for four years. New Delhi: Rajya Sabha chairman M Venkaiah Naidu on Tuesday appointed Dr. Parasaram Pattabhi Kesava Ramacharyulu as the new secretary general of the Upper House of Parliament. Dr. Parasaram Pattabhi Kesava Ramacharyulu was appointed as Rajya Sabha Secretary General on Tuesday.
