About Operation Downtown In Des Moines

About Operation Downtown Created to help make Downtown Des Moines (DSM) a safer, cleaner place to work, live and visit, Operation Downtown is classified as a Self-Supported Municipal Improvement District (SSMID). The mission is to keep Downtown DSM clean, safe, welcoming and vibrant in support of a positive experience. Programs include trash cleanup, pressure washing and visitor assistance. Operation Downtown, a 501(c)6, was formed in 1998 by business leaders to provide enhanced services that are not provided by the City of Des Moines. Today, Operation Downtown’s work not only enhances Downtown DSM, but it also has raised the standards of what a clean, safe and vibrant city should look like. The establishment of a Self-Supported Municipal Improvement District (SSMID) authorizes a city to impose additional property taxes on a special district for specific purposes within that district. Most of the SSMIDs in Iowa are downtown areas which pay for streestscaping or beautification projects. Creating a SSMID Chapter 386.3 of the Code of Iowa describes what a city must do to create a SSMID. Due to the complexity and required sequence of events, consultation with the city attorney throughout this process is recommended. In addition to property classification requirements (commercial, industrial or historic district), the district must consist of contiguous property within the city’s boundaries. To initiate the proceedings, the city council needs to file a petition with the city clerk that contains signatures of at least 25 percent of the property owners within the proposed district. Those signatures also must represent at least 25 percent of the assessed property value in the district. Use of SSMID Funds After satisfying the petition requirements, the council must name the proposed district and describe its legal boundaries. SSMID tax revenue can be used for a wide range of purposes, including support of an operation fund. SSMID funds may also be used for establishing a capital improvements fund, issuing bonds to pay for improvement projects within the district, using district revenue for debt service (only to pay for the principal and interest of SSMID bonds) and to ...

IOWA CITY, Iowa (KCRG) - A program that’s improved several areas of Iowa City is now flourishing in the south district. It’s called Tasha Lard actively supports small business owners across Iowa. “I have customers who come here from Johnson, Washington, Linn County and I advise them to all put their business cards here,” she tells TV-9 as she shows off a wall of business cards from others in the area. Being a small business owner herself, running “I know that the SSMID is going to continue to build the south district as it has been for years,” said Lard. The SSMID aims to improve and expand the business district here. Angie Jordan has been working with businesses like JD Beauty Supply for years. Now that she has been chosen as the district’s executive director, she can take her efforts a step further in support of the place she calls home. “That can be anything from advocacy work, going to city council meetings, checking out different ordinances, tweaking them. To actually being on site during a market and making sure all the vendors and all the shoppers have what they need and that it’s a safe space,” said Jordan. Iowa City's newest Self-Supported Municipal Improvement District, or SSMID, now has a new and much more descriptive name as it prepares for an active year of economic development in Iowa City's South District. SSMID “The South of 6 name represents the geographic boundaries of the SSMID, and the logo and brand exude the diverse, welcoming, and vibrant business community we have and continue to build in the district," Jordan said in a news release. According to the Iowa League of Cities, establishing a SSMID authorizes a city to impose additional property taxes on a special district for specific purposes within that district. South of 6 is classified as a 501(c)6 nonprofit entity and generates about $104,000 annually with a levy of $5 per $1,000 assessed taxable valuation on the properties within its boundaries, most of which are businesses in Pepperwood Plaza. It says it will use its additional tax dollars to fund improvements and services to spur economic development and growth, enhance infrastructure and livability, provide advocacy and marketing and hold events. New Cedar Rapids program matches investments in underdeveloped areas

CEDAR RAPIDS — Cedar Rapids is putting public funds toward a new program that aims to spur underdeveloped business districts to invest in amenities and beautification projects that support their own growth. The Cedar Rapids City Council voted this week to approve the establishment of a Self-Supported Municipal Improvement District incubator program. This is an effort to leverage public dollars to inspire more areas of the city to establish the districts. Parts of town that form SSMIDs are able to assess additional property taxes inside the district and use the extra revenue to improve the area with amenities and services to supplement day-to-day municipal services. “I think the real magic in our city happens … when the city leverages private partnerships, and this is exactly that,” Mayor Tiffany O’Donnell said. “This is partnering, leveraging our city resources — taxpayer resources — with private partners. So anytime we can we can do that, we've seen success.” Council member Ann Poe, who works for The District: Czech Village & New Bohemia, recused herself from voting on this item. Cedar Rapids currently has three such districts. Eligible SSMIDs under this program would be those that were created after Jan. 1, 2014, which would exclude the downtown and MedQuarter districts.
