The Global Food Security Index

About the Global Food Security Index Food security is defined as the state in which people at all times have physical, social and economic access to sufficient and nutritious food that meets their dietary needs for a healthy and active life. Using this definition adapted from the 1996 World Food Summit, the Global Food Security Index considers the core issues of affordability, availability, and quality across a set of 113 countries. The index is a dynamic quantitative and qualitative scoring model, constructed from 28 unique indicators, that measures these drivers of food security across both developing and developed countries. The overall goal of the study is to assess which countries are most and least vulnerable to food insecurity through the categories of Affordability, Availability, and Quality and Safety. While food security research is the subject of many organisations worldwide, this effort is distinct for a number of reasons. This index is the first to examine food security comprehensively across the three internationally established dimensions. Moreover, the study looks beyond hunger to the underlying factors affecting food insecurity. Lastly, the EIU has created a number of unique qualitative indicators, many of which relate to government policy, to capture drivers of food security which are not currently measured in any international dataset.

The State of Food Security and Nutrition in the World 2021

The world is in a very different place to where it was six years ago when it committed to the goal of ending hunger, food insecurity and all forms of malnutrition by 2030. At the time, we were optimistic that with transformative approaches, past progress could be accelerated, at scale, to put us on track to achieve that goal. Yet, the past four editions of The world has not been generally progressing either towards ensuring access to safe, nutritious and sufficient food for all people all year round (SDG Target 2.1), or to eradicating all forms of malnutrition (SDG Target 2.2). Conflict, climate variability and extremes, and economic slowdowns and downturns are the major drivers slowing down progress, particularly where inequality is high. FSSAI’s State Food Safety Index 2021 Released

Gujarat, Kerala and Tamil Nadu were the top-ranking states while among the smaller states, Goa, Meghalaya and Manipur stood first. Among UTs, Jammu and Kashmir, Andaman and Nicobar Islands and New Delhi secured top ranks. The rankings were provided by the Ministry of Health and Family Welfare. Overview This report presents the first global assessment of foodinsecurity and malnutrition for 2020 and offers some indication of what hunger might look like by2030, in a scenario further complicated by the enduring effects of the COVID-19 pandemic. It alsoincludes new estimates of the cost and affordability of healthy diets, which provide an importantlink between the food security and nutrition indicators and the analysis of their trends. Altogether,the report highlights the need for a deeper reflection on how to better address the global foodsecurity and nutrition situation. In turn, the evidence informs an in-depth look at how to move from silo solutions to integrated foodsystems solutions. In this regard, the report proposes transformative pathways that specificallyaddress the challenges posed by the major drivers, also highlighting the types of policy andinvestment portfolios required to transform food systems for food security, improved nutrition andaffordable healthy diets for all. The report observes that, while the pandemic has caused majorsetbacks, there is much to be learned from the vulnerabilities and inequalities it laid bare. If takento heart, these new insights and wisdom can help get the world back on track towards the goal ofending hunger, food insecurity and malnutrition in all its forms. For instance, the latest SFSI, released on World Food safety Day, June 7, is for the fiscal 2021-22. This is the fourth edition of the SFSI since its inception in 2018-19. Last week, the Food Safety and Standards Authority of India (FSSAI) released the State Food Safety Index (SFSI) 2021-22. A look at how the index assesses and ranks states, and their performances. What is the SFSI? Developed by the FSSAI, the index aims to measure the performance of states and Union Territories on selected “parameters” of food safety. According to the FSSAI, the index is aimed at encouraging states and UTs to “improve their performance and work towards establishing a proper food safety ecosystem in their jurisdiction…” The SFSI takes into account the performance of the states on five key parameters, each of which is assigned a different weightage in the assessment. HUMAN RESOURCES & INSTITUTIONAL DATA: This carries a weightage of 20% and measures the “availability of human resources like number of Food Safety Officers, Designated Officers facility of adjudications and appellate tribunals, functioning of State/ District level Steering Committees, pendency of cases and their monitoring and participation in Central Advisory Committee meetings of the Food Authority”. Why in the News? Recently, the Ministry of Food and Consumer Affairs released the first edition of ‘State Ranking Index for NFSA’ 2022. Key Points About ‘State Ranking Index for NFSA’ 2022 • The current edition of the Index is intended to assess the efficacy of NFSA implementation primarily through TPDS (Targeted Public Distribution System). • It focuses on NFSA and TPDS reforms, which can be standardized across the states and union territories. • The states and UTs were ranked based on three parameters: • Measures coverage of NFSA, rightful targeting, and implementation of all provisions under NFSA. • Analyzes the delivery platform, while considering the allocation of foodgrains, their movement, and last-mile delivery to Fair Price Shops (FPS). • Nutrition initiatives of the department. • Ranking • Odisha has topped the rank followed by Uttar Pradesh and Andhra Pradesh. • Tripura, Himachal Pradesh and Sikkim secured the top positions among special category states. • Significance • Healthy Competition: The state rankings for food distribution will encourage more competition to improve systems. • Create Transparency: It would create transparency in the system to publish reliable and standard data in the public domain.
