Expressing happiness on Gairsain being formally declared the summer capital of Uttarakhand, Pradesh BJP vice president Devendra Bhasin said by doing so the party has fulfilled a major promise made in its poll manifesto. “The governor has granted her assent to declaring Gairsain the summer capital of Uttarakhand. It fulfills Chief Minister Trivendra Singh Rawat’s announcement about Gairsain in the Vidhan Sabha and a major promise made by the party in its manifesto for the 2017 Assembly polls,” Mr. Bhasin said. Mr. Rawat had made the announcement about Gairsain being made the summer capital of Uttarakhand during the budget session of the state assembly there on March 4. Bhararisain (Garisain) in Chamoli district of Uttarakhand has been declared as the summer capital of the state, a notification by the state government said on Monday, 8 June. “The Governor is hereby pleased to give her assent for declaration of Bhararisen (Gairsen) district Chamoli as the Summer Capital of Uttarakhand State (sic),” the notification undersigned by state Chief Secretary Utpal Kumar Singh said. The commission had recommended that Dehradun should be made the permanent capital and rejected Gairsain as it is prone to earthquakes. The commission had looked into the feasibility of five places – Dehradun, Gairsain, Rishikesh, Kashipur and Ramnagar – as the state capital on several parameters including geographical conditions, population, accessibility, transport system, seismic conditions and security. The commission had submitted its 250-page report in 2008 to the then BJP government.

The demand for a summer capital had been raging since 1990s when the Uttarakhand Kranti Dal asked the Congress party to make Gairsain as the capital of the yet-to-be formed state. But Dehradun was named as the capital when the state was formed on November 9, 2000. The state has two divisions—Garhwal and Kumaon—with 13 districts. Gairsain situates between both Garhwal and Kumaon region and is around 270 km away from Dehradun.

Comprising of four districts Chamoli, Rudraprayag, Bageshwar and Almora it will be the third division. About 20,000 trees will be planted and a food processing unit would be established in the area, he said. At present a ‘nagar panchayat’, Gairsain in Chamoli district was designated as summer capital of Uttarakhand last year. It has no railway network or airport, though plans to build an airstrip was announced way back in 2012 by the then CM Vijay Bahuguna. The government presented a Rs 57,400-crore budget for the state, with emphasis on health, rural infrastructure, education, employment generation and agriculture. For the first time, the budget session was telecast live. Rawat said the budget aimed at making Uttarakhand self-reliant.
