RANCHI: A 2019-batch IAS officer has been arrested by police and sent to jail for sexually assaulting an Indian Institute of Technology (IIT) student, who was part of a batch of 20 IITians, working as interns in Jharkhand. Syed Riyaz Ahmad, posted as sub-divisional officer (SDO) of Khunti for over a year, was taken into custody for alleged sexual assault and harassing the woman on July 3. Khunti administration said the group had come to the district for internships and were engaged in livelihood generation projects. On July 2, the students were in a party organized at the SDO’s residence that continued late into the night. In the early hours of Sunday, the SDM, sexually assaulted a student after finding her alone. Khunti SP Aman Kumar said a case was registered with the Mahila police station under sections 354 (assault or criminal force on women with the intent to outrage modesty), 354 A (demand or request for sexual favours) and 509 (gesture or act, intent to insult the modesty of women) of IPC on Monday. The SDO was initially detained for questioning later in the evening, where he completely denied the charges of sexually assaulting the student. Police arrested the SDO late on Tuesday after recording the statement of the girl under Section 164 of the Criminal Procedure Code, Kumar said. RANCHI: The court of district and sessions judge Ahmad is accused of sexual assault and harassment of the IIT student in Khunti on July 2. The girl lodged an FIR (14/22) under sections 354 (1) (i) (ii) and 509 of the IPC on July 4 and the SDO was arrested during the early hours of July 5. The state government suspended him from service on July 8. Ahmad's lawyer Ramesh Jaiswal said that he pleaded before the court that the provisions of Section 41 (A) of the CrPC were not complied with while arresting his client in a bailable offence. The SDO was served with a notice in the case around 1:27 am and arrested at 3:10 am without being given adequate time to reply, he added. "I also stated that the accused was not a fugitive and the FIR was lodged two days after the incident. All witnesses have been examined in the case and the accused has already spent 12 days in jail while arguing for bail. The court considered my argument and granted him bail," Jaiswal added. On July 6, the chief judicial magistrate had rejected the bail petition of the suspended SDO. Subsequently, he moved the court of district and sessions judge on July 8.
