What is the Universal Postal Union? The UPU is an inter-governmental organization and was the first-ever forum created to facilitate cooperation between governments, actors, and stakeholders within the global postal sector. Today, the UPU is known for being one of the oldest international organizations in the world, which continues to develop international postal service harmony for over 190 countries. The UPU was established as before its founding, countries had to go through long, difficult negotiations to agree on how mail should be handled and delivered in their respective countries. Often, due to a lack of agreements, mail had to go through an intermediatory country, making the delivery of mail very complicated. As the world becomes increasingly interlinked, these processes became even more complex and there was a need for an independent regulatory body that could make the process smoother. Also, there was a need for multi-country agreements to open up postal services universally. Therefore, the UPU was established in 1874 and today has its headquarters located in, Berne, the capital of Switzerland. However, it is a truly global organization, which works to maintain a universal postal network, as well as continue to establish common rules for international mail exchange between its members, whilst improving the quality of service for postal customers. Customs declaration management application used by designated operators and Customs. Web-based system hosted by the designated operator. CDS is an interoperable customs declaration system, which allows EDI CUSITM and CUSRSP messages to be exchanged between Customs and designated operators so that customs formalities can be completed prior to the arrival of postal items (and ITMATT messages can be exchanged between designated operators). Back in October 2018, the President Trump’s administration announced plans to withdraw from a 144-year old postal international organization treaty established by the In September 2019, UPU members agreed to rate changes and, as a result, the United States agreed to remain in the UPU — a positive outcome for international shippers. Established in 1874, The UPU is one of the United Nations’ specialized agencies and consists of four bodies: Congress, Council of Administration, Postal Operations Council, and the International Bureau. The rise of an international mail postal system with lower rates and faster turn around times was urgently needed. Prior to its establishment, mailing letters and small packages internationally was expensive and difficult since every country had its own postal agreements. This led to issues such as the need to add multiple stamps to a letter for each country it passes through. The UPU’s purpose is to encourage global postal growth by coordinating policies amongst its 192 member countries. A Form Completion instruction Document (FCD) is a technical guide to help complete a UPU form. Not all UPU forms have a corresponding FCD. There may also be some FCDs under development; only finalized FCDs are published here. As UPU forms may evolve over time, the date of entry into force of the template corresponding to an FCD is indicated in the list below and in the cover page of each FCD. All FCDs have the same document structure. This structure as well as the process for creating, managing and publishing FCDs are described in a UPU standard (S63 – Design definition for form completion instructions). •

THE POSTAL HISTORY OF ICAO ICAO and the Universal Postal Union Established in 1874, the Universal Postal Union (UPU), with its headquarters in Berne, Switzerland, is the second-oldest international organization worldwide (after the International Telecommunication Union , ITU); it coordinates postal policies among member nations, in addition to the worldwide postal system, and became on 1 July 1948 a Specialized Agency of the United Nations. French is the official language of the UPU; English was added as a working language in 1994. There are five bodies within the UPU: the Congress, the Council of Administration, the Postal Operations Council, the Consultative Committee, and the International Bureau.
