On Tuesday, the Karnataka Legislative Assembly passed the Karnataka Ministers Salaries and Allowances (Amendment) Bill, 2022 and The Karnataka Legislature Salaries, Pensions and Allowances (Amendment) Bill, 2022 without any discussion. The passage of these two legislations increases the salaries and allowances of the chief minister, ministers, and legislators in the state. Here’s a look at what these two bills are, and what salaries and perks do chief ministers and MLAs earn across the nation. Karnataka’s new laws Ahead of the state budget, the Karnataka Assembly on Tuesday passed bills that proposed a hike of 50 per cent in salaries and other allowances for the chief minister, ministers, and legislators, along with the Speaker and Council Chairman. The new hike will come into effect from 1 April 2022. The Bills also propose to increase the salary once in five years automatically. The legislations also proposed an increase in allowances, towards the members’ houses, travel, and phone bills. As per the new legislation, the chief minister will now get Rs 75,000 per month as basic pay, from the earlier Rs 50,000; while the ministers’ salary has increased from Rs 40,000 to Rs 60,000. This apart, they are entitled to get house allowances of Rs 1.2 lakh , along with Rs 20,000 towards phone bills, Rs 40,000 for constituency allowances, Rs 5,000 for postal charges, and other expenditures. The hikes will result in a recurring, additional expenditure of approximately Rs 92.4 crore per annum. The bill on Ministers salaries and allowances proposes to increase the salary of the Chief Minister from Rs 50,000 to Rs 75,000 per month, salary of Ministers from Rs 40,000 to Rs 60,000, and sumptuary allowance for both will be increased from Rs three lakh to Rs 4.50 lakh per annum. The salaries The sumptuary allowance has been increased to Rs three lakh per month for both Chief Ministers and the ministers. The salary of MLAs will go up from Rs 20,000 to Rs 25,000 per month under the Karnataka Legislature Salaries, Pensions and Allowances (Amendment) Bill. There is considerable increase in other allowances including conveyence and house rent. The salaries of the Legislative Council Chairman and the Speaker will be Rs 50,000 per month and sumptuary allowance Rs three lakh each. The steep hike in the salary of MLAs, MLCs, Ministers, Speaker, Deputy Speaker and the Leader of Opposition during the financial crisis triggered from the pandemic has come under criticism with the Aam Aadmi Party taking strong objection to the move. “While salaries of several government department employees have not been paid for several months and they have been protesting on streets, it is shameful that MLAs and Ministers have raised their own wages by 50 to 60 percent,” said Ms Malavika Gubbivani of the Aam Aadmi Party. She said that the scholarship amount for SC/ST students has been pending with the government for the last one year. Outsourced employees’ wages in hostels run by the Social Welfare Department have not been paid for the last six months. The government has been unable to pay the wages of several Gram Panchayat employees for the last two years. “Under such a scenario, it is a national tragedy that those who are supposed to protect the interest of the weaker sections, have utilised the session in Assembly to serve their own self-interest,” charged Ms Gubbivani, in a note here. Last August, when the Delhi Assembly raised the MLA salary to ₹90,000, the BJP strongly opposed it. But now in Karnataka, the salary of MLAs, including all allowances, has been hiked to ₹1,45,000 per month.
