Soon after becoming Prime Minister, Narendra Modi mocked the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) in Parliament and called it a monumental failure of the United Progressive Alliance government. Interestingly, he added that he would not end the scheme but would keep it alive as a symbol of the Congress’ inability to address poverty. Five years later, when COVID-19 hit the country, it was MGNREGA that came to the rescue of the rural poor, as a last resort of employment in a crumbling economy. When, in an unprecedented exodus, vast numbers of migrants left the cities to return to their villages, they took recourse to MGNREGA jobs. As groups of MGNREGA workers continue to protest at Jantar Mantar in Delhi against the new attendance and payment systems for over a month, data compiled by NREGA Sangharsh Morcha, which has been at the helm of the protest, showed 34.59 crore person days were generated in January and February this year. This was significantly lower than in January and February 2022, when 53.07 crore person days of work were generated. In 2021, 56.94 crore person days of work were generated in the same period. In 2020, it was 47.75 crore person days in the two months, while in 2019, 47.86 crore person days were generated in January and February. The data has been calculated using the MIS Report. MGNREGA workers protesting the National Mobile Monitoring System (NMMS) have said their attendance is not getting marked due to network issues in rural areas and have demanded a rollback. The workers are also protesting against the Aadhaar-Based Payment System (ABPS), which has been made mandatory, as several workers do not have ABPS accounts. National Mobile Monitoring System (NMMS) App for MGNREGS

A field visit to the Alwar district of Rajasthan was made for pilot testing of National Mobile Monitoring System (NMMS) App and after checking its applicability, the NMMS App was launched. To ensure more transparency in the implementation of Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS) in the States/UTs, a provision for capturing of attendance at worksite through National Mobile Monitoring System (NMMS) App with geo-tagged time stamped photographs of the worker in a day has been started on 21st May 2021, wherein muster rolls were issued for 20 or more workers. This increases citizen oversight of the programme besides potentially enabling faster processing of payments. Government of India has decided that from 16.05.2022, the workers attendance will be captured only through NMMS App for all the worksites where muster rolls are issued for 20 or more beneficiaries based on the feedback and suggestions from States/UTs. One year time, thus, has been provided as transition period. Now, the Ministry has decided that States/UTs shall ensure capturing of attendance for all the works (except Individual Beneficiary works) through NMMS App from 1st January 2023. NMMS app to capture attendance for MGNREGS workers

To ensure more transparency in the implementation of the Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS) in the states and Union Terrirotires (UTs), it has been decided that henceforth attendance at the worksites will be captured via the National Mobile Monitoring System (NMMS) App only. The app allows geo-tagged time-stamped photographs of the workers to be uploaded twice a day. This not only assists in supervision but also allows faster payment processing. If the workers fail to upload the photos and mark attendance, they will end up not being paid for the day. The NMMS app is used to record attendance at work sites where muster rolls are issued for 20 or more beneficiaries, based on the feedback and suggestions received from the states and UTs. Though the decision was taken last year, a year was allowed for testing and transition. Now, the Ministry of Rural Development has decided that the NMMS app will be mandatorily used to capture attendance for all the works (except individual beneficiary works) with effect from January 2023. However, in February, workers of NREGA had gone on an indefinite strike against the mandatory marking of attendance on the app. The workers drew attention to the technical issues that are likely to crop up in the software.
