Cyber attack: AIIMS loses VIP data, hacker wants talks

The security breach was detected on Wednesday. Sources said senior Home Ministry and IT ministry officials burned the midnight oil with techies of the National Informatics Centre (NIC) to counter the ransomeware attack which has swept clean the medical records stored in the main and backup server of the hospital. Sources said the perpetrator has asked the hospital to “prepare for negotiation” for the data held captive through e-mail. However, the government on Thursday said various law enforcement agencies were investigating the cyber attack and supporting AIIMS to restore digital patient care services. “We hope to be able to restore the affected activities soon. Meanwhile, all emergency and routine patient care services and lab services are being managed manually,” said a government statement. Two employees of the computer facility of the apex institute have been suspended for negligence, sources said. An FIR under various sections of the IT Act was also registered. The institute has also changed the discharge policy until the system is restored. Sources said patients admitted to the general ward are not being charged for the cost of investigations and other routine tests incurred by the institute during discharge. NEW DELHI: India’s premiere health care institute —All India Institute of Medical Sciences (AIIMS), Delhi reported a massive cyber attack on its server on Wednesday. All patient care services from appointments to registration and admission to discharge, billing, and report generation, were badly hit since 7 am. This cyber attack, which is suspected to be a “ransomware”, where the hackers demand money to restore service, comes close on the heels of AIIMS announcing paperless from January 1, 2023 and complete digitalisation of all hospital services from April, 2023. A team of National Informatics Centre (NIC) working at AIIMS are reporting the “ransomware” attack for investigations by appropriate law enforcement authorities. Officials said that measures are being taken to restore the digital services and support is being sought from Indian Computer Emergency Response Team (CERT-In) and NIC. AIIMS authorities confirmed that the server for National Informatics Centre's eHospital being used at AIIMS, New Delhi was down due to which outpatient and inpatient digital hospital services including, smart lab, billing, report generation, appointment system etc., have been affected. New Delhi: The attack on the computer system of the All India Institute of Medical Sciences in Delhi originated from China, government sources today said, assuring that the data — details of lakhs of patients at the premier hospital — has now been retrieved. "The server attack was by the Chinese; the probe foundthat it originated from China," a top source told NDTV. "Of the 100 servers — 40 physical and 60 virtual — five physical servers were infiltrated by the hackers.The damage could have been far worse but is now contained.Data in the five servers has been successfully retrieved," a source further said. The system glitched first on November 23, and a case of extortion and cyber terrorism was registered by the Intelligence Fusion and Strategic Operations (IFSO) unit of the Delhi Police two days later. Police have, however, denied reports that hackers asked forRs 200 crore in cryptocurrency as ransom to restore the system. From the system of appointments to the billing and sharing of reports with patients and between departments, almost all services are online at the institute, thus were affected. Meanwhile, two systems analysts are learnt to have been suspended on Monday for not responding to phone calls and not attending an emergency meeting on November 23, when the cyber attack took place. The duo were issued showcause notices on November 24, and told to file their written replies the same evening. The showcause notice issued to one of the analysts, who is learnt to have been on leave at the time, mentioned that the official was contacted on phone, but did not respond. The notice, seen by Sources said the second showcause notice was similar in content. While hospital services have been operating in manual mode since the cyber attack, a team of experts from the Indian Computer Emergency Response Team (CERT-in) and National Informatics Centre (NIC) are working on restoring digital services. Significantly, sources said that besides the servers, the AIIMS network and its computers are “also vulnerable”. Therefore, following the advice of CERT-in, AIIMS internet and AIIMS intranet have been discontinued and “their vulnerabilities are being addressed”, said sources. “AIIMS has about 10,000 computers and not all of them have updated anti-virus applications.
