Yes, Tokyo Bay Aqua Line is both a bridge-tunnel that channels across the Tokyo Bay connecting the Kanazawa Prefecture with the Chiba Prefecture. At the intersection of the bridge-tunnel, Umihotaru which is an artificial area is the tourist attraction. You will go up many levels of escalators (each floor has restaurant and plenty of souvenir shops) up to the top level (5th floor). The scenic observation deck is what we came to see.
