BENGALURU: Riding high on the positive response to its pre-election guarantees, Congress is looking to conduct much-delayed elections to Bruhat Bengaluru Mahanagara Palike (BBMP) council. The party’s BBMP election preparatory committee headed by transport minister Ramalinga Reddy, in a report, is said to have recommended holding elections to the existing 243 wards. The report will be submitted to deputy chief minister and KPCC chief DK Shivakumar. The panel is of the view that Bengalureans are upbeat with Congress after it rolled out its guarantees schemes including free bus travel for women and free electricity of up to 200 units per household. “If BBMP elections are conducted now, Congress will have an edge,” sources said. Soon after it formed the government, Congress had formed a committee to decide on holding elections to the civic agency. Besides Reddy, ministers Dinesh Gundu Rao, Krishna Byregowda, Byrathi Suresh, MP DK Suresh, MLAs NA Haris, Priya Krishna, AS Ponnanna, and former mayors PR Ramesh and G Padmavathi are part of the committee. Congress had opposed delimitation of wards carried out by the previous BJP government. Sources say the party intended to increase the number of wards to 250, but the committee decided to stick to 243 wards to avoid another lengthy delay. BBMP polls: SC directs Karnataka govt to issue notification on delimitation of wards within a week

The Supreme Court on Thursday directed the Karnataka government to come out with a notification on delimitation of wards at BBMP within a week. A bench presided over by Justice A M Khanwilkar issued the order while telling the State Election Commission to complete the process for holding the polls in the municipal body of Bengaluru within a reasonable period of time as per the law. The term of the Bruhat Bengaluru Mahanagara Palike (BBMP) already expired on September 10, 2019. A new law was passed by the state Assembly in 2020 which came into effect in January, 2021, increasing the number of wards in the city corporation from 198 to 243 wards. It was done in order to give due representation to Scheduled Castes and other marginalised communities in the municipal council of a large and growing city like Bengaluru. On May 20, the top court had given eight weeks time to the Karnataka government to complete the exercise for delimitation of wards and determination of OBC reservation in BBMP. On Thursday, the apex court's direction came on a petition filed by the Karnataka government and others. On December 18, 2020, the top court had suspended the operation of the High Court order of December 4, 2020 asking the SEC to hold the elections in BBMP within six weeks on 198 wards, without waiting for carving out of new wards as per the latest enactment.

However, with the new Siddaramaiah-led government reviewing the delimitation of wards, and reconvening the BBMP restructuring committee to reimagine Bengaluru’s governance and administration, experts said that major hurdles are yet to be cleared. 81 BBMP seats reserved for OBC candidates, 28 for SC

The Karnataka government on Wednesday, August 3, issued a draft notification detailing the ward-wise reservation for 243 wards of the Bruhat Bengaluru Mahanagara Palike for the long-pending civic body elections. The Supreme Court had on July 28 asked the Karnataka government to publish the ward-wise reservation list for the elections, which have been pending since 2020, in a week’s time. Out of the 243 seats, 81 have been reserved for OBC candidates and 28 have been reserved for SC candidates. Four seats have been set aside for ST candidates and a total of 130 seats have been reserved for general category candidates. Of the total 243 seats, half have been reserved for women candidates. Citizens have been granted seven days to submit their objections, if any, with reasons in writing. This development also paves way for the Karnataka Election Commission to announce the dates of the BBMP elections, which were supposed to be held in September 2020. The term of the corporators who were elected in 2015, ended on September 10, 2020, but to date, the Karnataka State Election Commission has not been able to schedule the elections, as the Karnataka government had not completed the delimitation of wards. However, in May this year, while hearing a case on the Madhya Pradesh local body elections, the Supreme Court said that citing a pending delimitation exercise “cannot be a legitimate ground to not discharge its constitutional obligation in notifying the elections.” The Supreme Court ...
