Himachal Pradesh: Yol Struggles For A New Identity And Civic Services After Cantonment’s Disbandment

Himachal Pradesh: Yol Struggles For A New Identity And Civic Services After Cantonment’s Disbandment Intended to improve the conditions in both the military and civilian areas, the disbandment of cantonment has led to civic challenges in Himachal Pradesh’s Yol. The garbage has piled up and sewage drains are overflowing as the Cantonment Board no longer exists and gram panchayats have so far been unable to manage their new areas of responsibility. • • • • • Garbage has piled up in Yol after the cantonment board's disbandment and the inability of panchayats to provide civic services. Nestled in the foothills of majestic Dhauladhar ranges and overlooked by snow-laden peaks, the sprawling and serene habitation of Yol in Himachal Pradesh is on a new transition after finally being free from what some call “archaic and colonial practices”. Having shed its cantonment tag, first in the series of 62 cantonment boards being scrapped to exclude civilian areas, Yol’s 16,000-strong population now finds itself in a new struggle for identity after having been fragmented horizontally and merged with four panchayats of Rakker, Baghni, Tangroti Khas, and Narwana Khas. Yet, moving to a new era, which Kangra Deputy Commissioner Kangra Ni...

The civilian areas, in turn, will be merged with the local municipalities, which will be responsible for their maintenance among other things. The Army moved away from the concept of cantonments after independence, mainly due to the friction between military and civilian authorities, to progressively establish 237 military stations under their exclusive control. Khasyol in Dharamshala 1st Cantonment in country to lose civilian area control Khasyol Cantonment Board (KCB) in Dharamshala has become the first cantonment in the country to have its civilian area separated and removed from Army control. Ministry of defence (MoD) joint secretary Rakesh Mittal issued a notification on Friday declaring the separation of the civilian area with The new cantonment-bifurcation plan has already been completed at Yol, with the defence ministry issuing the notification for it on April 27. Nasirabad Cantonment in Rajasthan is next on the list. "The process will be faster in cantonments where demarcation between civil and military areas is easy. Others will take time," an official said.
