D. Roopa: the ‘outsider’ top cop of Karnataka

Bengaluru/New Delhi: D. Roopa was five years old when her school teacher asked the students to discuss their future careers with their parents and disclose it the next day. Her mother suggested medicine and her father recommended the civil services. Roopa leaned on the idea of being a civil servant, something that transformed into a goal she never took her eyes off from. Roopa, 42, did not get swayed by alternate career choices even after she was crowned Miss Davangere (a district about 260km from Bengaluru) twice or by her passion for dancing. An Arts graduate from A.V.K College for Women in Davangere, Roopa didn’t stop until she cracked the UPSC in her first attempt, becoming the first woman Indian Police Service (IPS) official from Karnataka. Roopa has enjoyed a stellar record as a police official in Karnataka which includes the arrest of former Madhya Pradesh chief minister Uma Bharati in 2004, removal of orderlies and escort vehicles used by former Karnataka chief minister B.S.Yeddyurappa and taking on local politicians or her own superiors. She was also summoned many times to depose before the Karnataka council speaker after a member of the upper house from Gadag moved a privilege motion against her for arresting him. She has been transferred ever year, sometimes even twice, in her 17- year-long career. On Monday, “Different postings have different challenges. Though many people consider Prisons department ‘punishment posting’, I did not think so. I am strong headed,...

What is True Indology and why is senior IPS officer D Roopa trending?

The government may have banned firecrackers on Diwali but the real fireworks are flying on Twitter. Jokes apart, senior IPS officer Roopa Divakar Moudgil, popularly known as D. Roopa, has been trending on the micro-blogging since past few days. The reason behind it was that she had traded barbs with the popular Twitter handle True Indology over whether firecrackers are Indian or not. The war of words between the two began with the former questioning the need for bursting firecrackers on Diwali. The arguments got so heated up that Twitter ended up suspending True Indology's account. D. Roopa had posted a status on her Facebook account wall on November 15 questioning why some people oppose a ban on firecrackers. This is what she posted: "Ban on crackers in Bengaluru is for this year alone, given COVID situation. Why can't for one year we abstain ourselves from the use of crackers? Are we so hollow that our joy is dependent solely on crackers? there are many ways to celebrate Deepawali. Light diyas, meet people, exchange mithai...but no, adamant people only want crackers. How unreasonable!" the IPS officer wrote in her post. Many users agreed with her statement, posting several positive comments in reply to her post. But as she shared the same post on Twitter, several netizens said she should question the customs of other religions as well. While her post received several positive comments, many others criticised her, True Indology being one of them. The exchange went on for...

D Roopa, President Medal awardee IPS officer who has been transferred over 40 times in 20 yrs

New Delhi: If there is one thing D. Roopa has learnt in her 20 years of being an officer of the Indian Police Service (IPS) it is to always keep her bags packed and be ready for a transfer. Her learning from two decades of service came handy Thursday when “Transfers are part of government job,” she tweeted hours after she was transferred Thursday. “I’ve been transferred more than double the times than the number of years of my career.” Yes. I've always held tht. Transfers r part of govt job. I've been transferred more than double the times than number of years of my career. Whistleblowing&firm action is rift with risks& I know that. I continue to do my job uncompromisingly, this post or that post, doesn't matter — D Roopa IPS (@D_Roopa_IPS) Speaking to ThePrint, Roopa said while whistleblowing can be demoralising sometimes when others don’t speak up, it has become a part of her personality now. “I think it is just a part of my personality to not put up with wrongdoing… It is just my nature,” she said in a telephonic conversation. “Many officers just want peace of mind so they avoid addressing an issue which might invite the wrath of the mighty and powerful … As for me, I am not averse to chaos and conflict, so long as I am on the right side of things.” She added: “I also believe that bureaucrats who are in a position to act have to act. You cannot expect an outsider to change the system.” Also read: ‘My actions not motivated by politics, publicity’ Three years ago, Roopa mad...
