14 years since RTE, EWS admissions at Chandigarh’s private schools still off track

Even 14 years after The Right of Children to Free and Compulsory Education (RTE) Act was first adopted in 2009, problems persist over admissions of economically weaker sections (EWS) and students from other disadvantaged groups in some of the city’s private schools. As per the Chandigarh education department, minority schools have to comply under the Capital of Punjab (Development and Regulation) Act 1952 under which 15% seats have to be reserved for EWS students while non minority schools have to comply under the Right of Children to Free and Compulsory Education Act 2009 under which 25% seats have to be reserved for EWS students. (Getty Images/Purestock) The department had started a centralised draw of lots system for the 69 private schools of the city in which 885 seats were allotted. However, eight minority and two non-minority schools did not participate in the same. The department is currently mulling action against the schools after show cause notices were issued. (General; Approved by The Department of Education is a Nodal Research Centre of Panjab University for conducting Ph.D. program in Education. Regular Ph.D. Course Work is organized for Ph.D. scholars registered in Department. The faculty of Department is actively engaged in research pursuits. Research work in new and challenging areas is being pursued by faculty as well as research scholars and students at Masters level. Each faculty member of Department is entitled to enroll Eight Indian research scholars and one foreign scholar for supervising doctoral research. In a recent curriculum development, the Chandigarh Education Department has created a draft policy aimed to provide inclusive education for children with special abilities, in accordance with the Rights of Persons with Disabilities Act, 2016. The policy encompasses a range of provisions and initiatives designed to offer quality education to specially-abled children. It emphasises the need to create an inclusive learning environment which can meet the diverse needs of all learners, including those with disabilities, according to the Chandigarh Education Department. Being Inclusive The final version of the draft is expected to be released in the next one-two months. Once implemented, Chandigarh will become the first Union Territory of India to unveil a dedicated education policy for children with disabilities. Under the new policy, specially-abled children will receive free education until they turn 18 years. Furthermore, measures have been implemented to ensure non-discriminatory admission to inclusive local schools of their preference. This initiative is aimed at fostering inclusivity and empower children with disabilities to learn alongside their peers.
