OneNote floating pen toolbar missing in Full Screen mode, but I have

I've been using OneNote for a long time with the Quick Access Bar turned on, and all of my favorite pens and favorite highlighters pinned into the quick access bar. This way, I can put my OneNote into Full Screen mode, showing the titlebar only, and all my pen options are readily available for me to use when inking. For example, something like this: Recently my "Draw" menu has changed and all the pen settings have been altered. It looks like this now: Unfortunately, all of my favourite pen/highlighters have disappeared from the quick access toolbar. I suspect it is due to the change in the Draw menu. However, I also do NOT have access to the floating pen toolbar in full screen mode as indicated in this article: So, I'm being forced to accept a new pen system in a "crippled" state without the corresponding features that I used every day with the previous system. Is there any way to get the new floating pen toolbar in full screen mode WITHOUT becoming an Insider? I have an Office 365 for Enterprise license and can not register to become an Insider. I find it very strange that Microsoft would update part of OneNote and cripple my usage of it in the process. It is very annoying. What's even stranger is that my Surface Pro 4 with Windows 10, Office 365 for enterprise, has the feature enabled. But my newer Surface Pro 8 with Windows 11, Office 365 for enterprise (same license account), has the feature disabled. I don't understand why one has it and not the other. Any help would ...
