National Construction Code (NCC) require the provision of “accessible unisex sanitary compartments” within specified locations, depending on the classification of the building; typically at least one on every level of a building provided with sanitary facilities. There are also provisions for sanitary compartments for persons with ambulant disability, that “must be provided for use by males and females” (NCC F2.4), and more recently NCC 2019 saw the requirement introduced for accessible adult change facilities within certain types of buildings. What does unisex mean in bathrooms?

Unisex bathrooms often contain a shared sink, toilet, and stall space, which are usually gender-neutral, meaning that individuals of any gender can use them. Unisex bathrooms help to promote inclusivity and can make it easier for transgender, gender fluid, or gender nonconforming individuals to use the restroom without feeling uncomfortable. They can also make it easier for families to enter a shared restroom, as well as for people who may have physical disabilities and require assistance from someone of a different gender. Unisex bathrooms, sometimes referred to as gender-neutral bathrooms or all-gender bathrooms, are designed to be used by people of any gender or gender identity. Typically, these bathrooms have multiple stalls and may be identified with signage indicating that anyone is welcome to use them. Some unisex bathrooms feature individual stalls, while others feature two or more stalls in a common room. In this paper, we show that the benefits of gender-neutral bathrooms are much broader. First, our simulations show that gender-neutral bathrooms reduce average waiting times: while waiting times for women go down invariably, waiting times for men either go down or slightly increase depending on usage intensity, occupancy-time differentials and the presence of urinals. Second, our result can be turned on its head: firms have an opportunity to reduce the number of facilities and cut costs by making them all gender-neutral without increasing waiting times. These observations can be used to reframe the gender-neutral bathrooms debate so that they appeal to a larger constituency, cutting across the usual dividing lines in the ‘bathroom wars’. Finally, there are improved designs and behavioural strategies that can help overcome resistance.
