On the eve of World Elder Abuse Awareness Day, HelpAge India released a national report titled "Women & Ageing: Invisible or Empowered?" at a press conference held at the Marathi Patrakar Sangh. The report sheds light on the prevalence of elder abuse and discrimination, economic conditions, social and digital inclusion, safety and security, and redressal mechanisms. The study covered 20 states, two union territories, and five metro cities. Alarming Figures of Elder Abuse According to the national report, over fifty percent of elderly women in India perceive elder abuse as prevalent. This perception was higher in Maharashtra and Mumbai compared to the national average. While actual abuse cases involving elderly individuals accounted for 16 percent in India, it rose to 23 percent in Maharashtra and 14 percent in Mumbai. "Most women who face abuse do not speak about it. So the figures about what is considered to be prevalent is what we think is the most appropriate to gauge the kind of abuse that elderly face. June 15 is recognized by the United Nations as ‘World Elder Abuse Awareness Day’ and is marked world over. HelpAge India, which has been front-runner in advocating for elder rights for the past 45 years, has been voicing concerns on the issue of abuse and ageism faced by our elderly. Each year HelpAge India marks this day with the release of a nationwide report on June 14 th to spread awareness and understand the rights and needs of elderly in India. This year, the report is titled “Women & Ageing: Invisible or Empowered?’ which focuses on older women, one of the most neglected segments of the population. The 5000-sample size report, covers rural and urban areas in 40 districts (18 aspirational), 5 metro cities and 2 Union Territories. India’s older women face the brunt of exclusion: HelpAge India survey

India’s older women are facing the brunt of exclusion and are increasingly becoming victims of abuse, a survey ahead of the UN-recognised World Elder Abuse Awareness Day (June 15) has revealed. The survey by a professional research agency was released on June 14 in ‘Women & Ageing: Invisible or Empowered?’, a first-of-its-kind report brought out by HelpAge India focussing on the problems faced by older women who are “often the lost and the last in line”. “The report covered rural and urban India across 20 States, two Union Territories and five metro cities, with a sample size of 7,911. It highlights the unpreparedness and dependency of older women starkly, with high illiteracy levels, low financial security, lack of awareness on redressal mechanisms and beneficiary schemes, and lack of employment opportunities and medical cover,” Anupama Datta, HelpAge India’s policy and research head said. “All these factors leave them vulnerable to abuse,” the report said. About 16% of the older women surveyed reported abuse with 50% reporting physical violence, which came out as the top form of abuse for the first time, followed by disrespect (46%) and emotional or psychological abuse (31%). “The main perpetrators of abuse were the sons (40%), followed by other relatives (31%) – a “troubling” find indicating that the abuse extends beyond the immediate family circle. “COVID-19 has had a significant negative impact on our lives, especially for older people. Isolation and neglect have increased several folds as a result of the lack of socialisation during lockdown. Older people have been the hardest hit by the digital divide. Over the pandemic, there has also been an increase in violence against older people. During the second wave, the local community, NGOs and community-based organisations stood firm during the second wave and provided the required help. As a result of the country’s scarcity of oxygen, a number of organisations have started an effort called Oxygen on Wheels, which not only gives oxygen to those in need, but also COVID-related help in general, such as medication. Psychosocial support hotline called Elder Line spreads awareness about vaccinations among people, we provide them with free travel to vaccination sites with the help of Uber Service. However, the digital divide among older people makes it difficult for them to access the vaccine. About 70% of India’s older population lives in rural areas where vaccination is difficult to access.”
