I2U2 Group: India, Israel, USA and UAE [UPSC GS Paper 2]

I2U2 Grouping India, Israel, US and UAE have formed a new grouping called I2U2. The newly formed group aim to re-energise and revitalise American partnerships across the world. The group will hold its first virtual summit in July 2022. Such groupings and summits are very important for the IAS Exam , for both prelims and mains stage of the exam. The topic is covered under Mains GS-II “Bilateral, Regional and Global Groupings and Agreements involving India and/or affecting India’s interest,” section of the UPSC Syllabus . I2U2 Cooperation

• New grouping of four nations- India, Israel, UAE, and the US. • Initially it was given the name International Forum for Economic Cooperation. • Also referred to as the ‘West Asian Quad’. What is Background? Abraham Accords: It is a peace agreement signed on September 15, 2020, between Israel, the United Arab Emirates (UAE), and Bahrain. Brokered by the United Stateswhich has subsequently led tonormalizing of relations between Israel and a number of Arab Gulf countries. What is I2U2 ? It is formed in October, 2021following the Abraham Accords, to deal with issues concerning maritime security, infrastructure and transport. What is the objectives of I2U2? • I2U2 aims to re-energize and revitalize American partnerships across the world. • To strengthen the ties and discuss food security, maritime and other areas of cooperation among these four nations. • Deepening trade and economic ties between Israel and the UAE along with working on biotechnology is one of the objectives. • India, Israel and the UAE are technological hubs and there are many areas where these countries can work together such as technology, trade, climate, COVID-19 and security as well. • I2U2 tries to explore security cooperation among the four nations within the framework of the new grouping. KEY POINTS · The I2U2 was launched when the foreign ministers of the four countries met when External Affairs Minister visited Israel. · What stands out sharply in India’s new thinking in the Middle East is that the summit involves three countries that Delhi had traditionally kept a safe political distance from. · The problem was never with the Middle East but Delhi’s ideological preconceptions that distorted India’s view of the region. · None of them was more consequential than the belief that the contradiction between Israel and the Muslim world is irreconcilable. · The I2U2 then marks a big break from the anti-Western tradition in India’s approach to the region. · Even those who supported India’s engagement with the US in the Indo-Pacific through the Quad in recent years had insisted that there was no room for working with Washington in the Middle East. · India’s participation in the West Asian Quad brings Delhi in line with other major powers including Europe, China, and Russia to try and engage all parties in the region. · India’s past ideologically driven exclusion of regional partners was a strange aberration. What is the I2U2 Initiative?

What is the news? • US President Joe Biden will host a virtual summit with PM Modi, Israel PM Naftali Bennett and UAE President Mohammed bin Zayed Al Nahyan during his visit to West Asia from July 13 to 16. I2U2 Initiative • Following the Abraham Accords between Israel and the UAE, I2U2 was founded in October 2021 to address marine security, infrastructure, and transportation challenges in the region. • It was known as the ‘International Forum for Economic Cooperation’at the time. • At that time, UAE had referred to the new grouping as the ‘West Asian Quad’. In October 2021, a meeting of the foreign ministers of the four member countries took place when India’s External Affairs Minister S.Jaishankar visited Israel. At that time, the grouping was formerly called the ‘International Forum for Economic Cooperation.’ The aim of I2U2 is to expand economic and political cooperation in the Middle East and West Asia through trade, climate change, energy cooperation, and coordination on other vital shared interests as key instruments of such economic and political cooperation. The four-nation framework is meant to foster support and cooperation. The countries have identified six areas of cooperation with an aim to encourage joint investments in water, energy, transportation, space, health, and food security. Origins of I2U2 can be traced back to September 2020, wherein Israel, UAE, and Bahrain signed Abraham Accords, which was brokered by the United States and has subsequently led to normalizing relations between Israel and several other Arab countries.
