Kolkata Municipal Corporation File picture The Kolkata Municipal Corporation (KMC) has decided to extend the rebate window for the payment of property tax after property owners complained that they were unable to pay the tax online, officials of the civic body said. The date till which the rebate will be available has been extended by seven days for all taxpayers. Officials said different tax bills have different rebate dates. Several wards are clubbed together and given one rebate date, by which one has to pay the tax to get a discount. The Telegraph reported on Wednesday that taxpayers had alleged that they were unable to pay the tax despite multiple attempts over several days. “We have extended the rebate date by seven days for each bill. This has been done because taxpayers have been facing problems in paying taxes online,” said a KMC official. The taxpayers with rebate date from May 10 till June 19 will get the benefit. “The original rebate date of May 10 has been extended to May 17. Take the case of However, such a hike in the AV and imposition of subsequent property tax is not legal, pointed out a lawyer in the municipal tribunal. According to the lawyer, the KMC assessment department can’t calculate three GRs at a time and compel the owner to pay property tax based on pending GRs. And the process is also erroneous, he pointed out. “KMC needs to send an inspector to the house each time a GR is done. And based on the change in the property, a tax hike is calculated. But without sending an inspector to take note of any changes, how can the KMC calculate a hike in tax simply based on pending GRs?” asked the lawyer. According to a KMC assessment department official, the civic brass was bent on augmenting revenue and at the same time clearing the pending GRs so that the property owners could be brought under the ambit of unit area assessment sys...

Instead, the civic body is planning to create slabs — those who have not paid the tax for many years will receive lesser monetary relief compared to those who are recent defaulters. Mayor Firhad Hakim said on Wednesday that the existing system — granting 50 per cent waiver on interest and 99 per cent waiver on penalty — will continue till September. Hakim did not say it in as many words that the facility would be discontinued after September, but KMC officials said there had been internal discussions on discontinuing the blanket waiver after a few months. The KMC Act 1980 has a section that empowers the mayoral council to use its power to grant relief on the accumulated interest and penalty of property tax defaulters. The act says that the maximum relief that can be offered is 50 per cent waiver on the accumulated interest and 99 per cent waiver on the penalty. The power was later delegated to the mayor by the mayoral council. This is not a time-bound waiver scheme but a provision in the KMC Act that was included through an amendment about five or six years ago, said officials. It is up to the mayor to decide whether a defaulter would be granted the relief or not, officials said. News KMC to roll out certificate delivery services at doors...
