Meet IAS Avny Lavasa & IPS Sargun Shukla: The Ladies Driving Change in Leh!

Nowhere is this clearer than the bureaucracy and the police. Women make up a mere 6.11% of the total police force, while the proportion of women IAS officers stands at a measly 17%. Although the all-India picture looks a tad grim, this isn’t the case in Leh district. Surrounded on either side by India’s difficult neighbours—China and Pakistan—this is a critical administrative zone. Overseeing the administration of this district are Deputy Commissioner Avny Lavasa (2013 batch) and Senior Superintendent of Police Sargun Shukla (2012 batch). Posted in the region since September 2017, these women are seeking to usher change in this still relatively backward district. Avny Lavasa (Left) and Sargun Shukla (Right). (Source: Facebook) Much of the infrastructure development in the district has been carried out by the armed forces. However, understanding that the dependence of the local populace on the armed forces isn’t healthy, both civil servants are trying to change that by initiating a host of administrative measures. Issues pertaining to traffic congestion, waste management, organic farming, tackling crime and a host of ecological concerns have become the focus. For example, Lavasa has taken some significant steps towards reducing traffic congestion in the main Leh town. The phenomenal rise of tourist footfall and vehicles, particularly in the main Leh town, has become a significant environment and public health concern, and to address them, she announced a ban on the issuance...

But there are only a few, who don’t indulge in the blame game. They rather focus their strength to make sure life circumstances don’t stop them from achieving their dreams. N. Ambika is one such courageous woman, whose life has inspired many men and women, who felt helpless while fighting against their life circumstances. Image: Recently, IPS Dr. Arpit Jain N. Ambika was only 14 years old when she got married to a Police constable at Dindigul, Tamil Nadu. And, by age of 18, Ambika was blessed with two beautiful daughters – Aigan and Niharika. Though this brave woman was a victim of child marriage, she refused to spend her whole life blaming the system. Rather, she dedicated her life to fighting against the system and win over it – to bring the change. Ambika’s husband, who worked as a Police Constable in Tamil Nadu Government, one fine day, left his home early to attend a Parade program and the guests were followed by the IGP and DGP of the respective locality. The honor and respect given to the DGP and IGP left Ambika not only curious but also excited. And, on the same day when her husband arrived back home, she asked him about who those people were. And, when her husband told her that they were rank 1 officers for their department, a dream was born in the Ambika’s eyes that she knew was her calling. Lady ‘Singham’ IPS Roopa Talks About The Challenges Of Being An Honest Police Officer In India

Civil servants in India, more or less have to act as puppets in the hand of politicians for their survival. There are hardly a few police chiefs in the Indian history who have stood against the will of the politicians. Divakar Roopa Moudgil, an IPS officer is an exception. She has been a constant pillar, stressing on the need to bring a change, a change where police officers can make their presence felt in the country. Without hesitation, she expressed her views on TEDx DSCE Women organised on December 17, 2017. She talked about the challenges faced by bureaucrats during their service. This brave and honest inspector discussed ‘fear and pressure’ that restrict our Indian police officers from acting against those in power, especially their “political” bosses. Singham-like idealism She said police officers join Indian Police Service with ‘Singham-like idealism’. With the more time they spend in the force, they analyse situations and more often than not concentrate more on what their political bosses want. She says that the first time when she was made the police head of Dharwad district in Karnataka, a local court issued a non-bailable warrant against Uma Bharati, the then Chief Minister of Madhya Pradesh. She was just a month-old in her job and was still strong to take the issue as it comes. Eventually, this non-bailable warrant made the Chief Minister resign from her post. Though this case involved such a high profile personality, for Roopa it has been the easiest challeng...
