BENGALURU: It's an issue of 'shifting goalposts' of sorts that has stalled implementation of the rural employment guarantee scheme under MGNREGA in Karnataka. The latest Centre-induced criteria over a budget line has resulted in a paucity of funds for capital expenditure, hitting the agrarian community hard in the state and across the country. Central funds worth Rs 1,303 crore for Karnataka are stuck for the last three months now, with the last tranche having been released in March, before the assembly elections. MGNREGA, or the Mahatma Gandhi National Rural Employment Guarantee Act, has often been subject to changes in norms, resulting in a delay in Central funding for projects. Capital budget for MGNREGA schemes is divided on a 75:25 ratio with the lion's share coming from the Centre. According to government officials, while labour expenditure is directly credited into the labourers' bank accounts, the delay in capital expenditure reimbursements is primarily due to the continuous change in norms that are put in place to keep track of the expenditures incurred by states. "The management of the MGNREGA scheme has gone from bad to worse with pending bills, not only for Karnataka but also for other states. The Centre appears to have no idea on how to manage the scheme's finances,"Priyank Kharge, the minister for Rural Development and Panchayat Raj Department (RDPR), said. Another goal of MGNREGA is to create sustainable assets (such as roads, canals, ponds, and wells). The employment must be within 5 km of the applicant’s place of residence and the minimum wage must be paid. If no work is provided within 15 days of the application being submitted, the beneficiaries are entitled to an unemployment allowance. Keeping the citizen at its centre, planning takes place at all levels of the government administration starting from the bottom. How does MGNREGA work? Panchayati Raj institutions (PRIs) play a vital role in planning and implementing the act’s provisions, signifying the importance of decentralisation and decision-making at the grassroots. The nature and choice of work is decided in consultation with the citizens in open gram sabha assemblies, and ratified by gram panchayats. To ensure accountability and transparency, it is mandatory for state governments to conduct social audits to review the utilisation of funds. Allocation of work is done directly through the government without any stakeholders in the middle, and preference is given to unskilled workers—who must be employed within a five-kilometre radius of the village.
