NEW DELHI : The next Chief Justice of India (CJI) Uday Umesh Lalit has plans to ‘school' the apex court of the country, contrary to the general belief of government offices starting late in a day. On Friday, the Supreme Court of India started at 9.30 am, an hour earlier than the usual working hour of the apex court. “In my view, ideally we should sit at 9 in the morning. I have always said that if our children can go to school at 7 in the morning, then why can't we come at 9 am". The remark came after senior advocate Mukul Rohatgi, appearing in one of the bail matters, lauded the bench at the end of the hearing of the case for sitting earlier than the usual time. He said, “I must say that this time of 9.30 am is a more proper time to start the courts". "The courts can start their work at 9 am and rise at 11.30 am for a half an hour break and then finish the day's work by 2 pm. By doing this, judges will get more time to do more things in the evening", Justice Lalit said, adding this arrangement could work when there are only fresh matters and cases that don't require lengthy hearings. Rohatgi said hopefully these arrangements could be seen more by the end of August. To this, Justice Lalit said, “This is just a capsule". The judges of the Supreme Court hear cases from 10:30 am to 4 pm on weekdays. Chief Justice of India NV Ramana is set to retire on 26 August and Justice Lalit will take over charge from him and remain in office till 8 November, this year.

New Delhi: Justice Uday Umesh Lalit, who will succeed NV Ramana as the Chief Justice of India, told NDTV in an exclusive interview today that his focus will be on the administrative side, to get "maximum output through the limited resources". This, he indicated, can be done by clubbing cases and listing matters that can be representative in other cases -- "which are capable of disposing of many pending matters in the lower authorities" he said. Giving an example, he said, if there is an issue on income tax matters which the top court is considering -- an issue that can recur repeatedly, "then the sooner you dispose of the matter, the better, because the pending matters in high court will also be disposed of then". "The second part is that the function of the Supreme Court is to lay down law, to interpret constitution. So as and when such occasions come, the matters be listed as early as possible before the appropriate (bench) strength to see that the output is maximised. That essentially is the function of the Chief Justice," he added. Asked about the ongoing debate on the Chief Justice as the master of the roster, Justice Lalit said while there is a broad outline about the Chief Justice fixing the roster, individual cases can be done on an objective basis. The Chief Justice can focus on fixing benches, forming constitution benches and listing relevant matters before them. According to a notification issued by the government, Justice Ramana would take over as the 48th CJI on April 24 after incumbent CJI S A Bobde demits office a day before. Justice Ramana would retire on August 26, 2022. "In exercise of the powers conferred by clause (2) of Article 124 of the Constitution of India, the President is pleased to appoint Shri Justice Nuthalapati Venkata Ramana, Judge of the Supreme Court, to be the Chief Justice of India with effect from 24th April, 2021," the notification read. As per convention, Principal Secretary to the prime minister PK Mishra and Secretary (Justice) in the Law Ministry Barun Mitra handed over the warrant of appointment signed by the President to Justice Ramana this morning, sources said. Justice Bobde had recently recommended Justice Ramana as his successor in keeping with convention and norms of seniority.
