I cannot read or understand the actual language in your screenshot however I can recognize the screen and tell you that you have run into the Activation Lock. You will need the Apple ID and Password that your iPhone is asking so that you can remove the Activation Lock. This is a security feature to prevent activation of lost or stolen iPhones by people that are not the original owners.
