Context: Recently, Indian Army tested the operational readiness of its satellite-based systems deployed across the country in an exercise codenamed 'Skylight'. About the Exercise • This was a pan-India exercise covering the islands of Andaman and Lakshadweep to the high reaches of the northern borders where all satellite communication assets of the Indian Army were activated from July 25-29. • The Indian Army conducted the first of its kind large-scale exercise to boost its space domain capabilities. • Aim: The aim of the exercise, codenamed skylight, was to test operational readiness of satellite communication assets and training of personnel manning these. • The exercise involved all kinds of satellite communication, from the Andaman and Nicobar Islands to Ladakh, where India and China have engaged in a military stand-off for the past two years. • The exercise validated protocols to switch completely to the satellite-based communication in case of a conflict. • It also targeted in the systems loopholes, especially in the context of a situation arising with China. • The assets which are included in the exercise includes; static satellite communication systems, the vehicle laden transportable ones and also the man portable systems for their voice and data capability. Synopsis Officials told ET the regulator has had around three rounds of discussions with the Department of Telecommunications (DoT) on the matter but hasn't found a solution so far. The DoT, on its part, has made it clear that while it wants satcom airwaves to be auctioned, it is the Trai's responsibility to spell out the modalities. Trai is currently working on issuing a consultation paper on the modalities around auction of satellite spectrum. “The regulator is working on the issue, and we expect the satellite consultation paper by the end of this month or by early April. We firmly believe that price needs to be discovered by market forces and that can only happen by auction model,” said a DoT official, asking not to be named. On its part, the DoT had earlier suggested different models to the regulator to sell satellite spectrum to the highest bidder. As per the DoT proposal, the auction should be done on a satellite constellation basis and that all the three segments used for space communications—spectrum for gateways, uplink and downlink frequencies as well as airwaves used for connecting users—have to be auctioned. Named Skylight, the drill comes as China ramps up its space, cyberspace, and electronic warfare development. Top sources from India’s defense sector revealed that the army activated all of its satellite communications assets from Ladakh to the islands of Andaman and Nicobar in the exercise. Military personnel simulated various technical and operational scenarios, including disruption of terrestrial connectivity in the event of an attack. According to a Times of India source, Skylight considered India’s northern borders with China as the “primary area of concern” because of its topographical challenges. The Indian Army currently utilizes Indian Space Research Organisation satellites connecting hundreds of communication terminals, including static, transportable vehicle-mounted, and man-portable terminals. The aim of the exercise, codenamed skylight, was to test operational readiness of satellite communication assets and training of personnel manning these. This was a pan-India exercise covering the islands of Andaman and Lakshadweep to the high reaches of the northern borders where all satellite communication assets of the Indian Army were activated from July 25-29. Various technical and operational scenarios in the space domain were played up, sources in the defence establishment told India Today. Different agencies responsible for space and ground segments and ISRO took part in the exercise. “Over 280 platforms were checked in the field formations. Capabilities and training of personnel could be validated in a scenario where terrestrial media failed,” said an official privy to the details. The Indian Army uses the services of a number of ISRO satellites that connect hundreds of communication terminals of various types. These include static terminals, transportable vehicle mounted terminals, man-portable and small form factor man-pack terminals. The exercise, which was held from July 24-29 in Andaman and Nicobar Island, Jammu & Kashmir, the eastern and southern part of the country, activated 100 per cent of all satellite communication assets in the Indian Army. Keeping in mind that future warfare will be dominated by technologies, the Indian Army has carried out 'Exercise Skylight' on a large scale for the first time across the country to ensure operational readiness of all satellite-based systems. Sources in the defence establishment said that the exercise, which was held from July 24-29 in Andaman and Nicobar Island, Jammu & Kashmir, the eastern and southern part of the country, activated 100 per cent of all satellite communication assets in the Indian Army. Also Read: In this exercise, more than 200 static terminals, over 80 transportable vehicles and man portable-based systems were tested. With the successful validation of all communication satellites, the Indian Army has planned to hold such exercises regularly to review the operational preparedness of the systems. During the exercise, the communication satellite performed well even in bad weather, snowbound areas and rains. The troops on the ground did not face any challenges in receiving the information or messages from the Command.
