The move was made so that the education of medical students would not be hampered and they could continue their education in India. Express News Service NEW DELHI: In a major relief to Indian medical students who were forced to return from Ukraine, China and the Philippines due to war and Covid-19 pandemic, the Supreme Court on Tuesday allowed them to clear their final examination in two attempts, without enrolling in any medical college in India. This is applicable to MBBS students who returned to India in their penultimate year of studies and completed the course through online mode. The exams will be in line with the existing National Medical Council (NMC) syllabus, a bench of judges B R Gavai and Vikram Nath said. The bench was hearing a batch of pleas by students who had to leave their studies mid-way and return to India. Earlier, the Centre had told the SC it was ready to offer penultimate year students one chance to clear the final exams (both theory and practical) but the court modified it to two, considering the ‘special circumstances’. The Centre said the theory exam would be held centrally on the pattern of Indian MBBS exam, while the practical exam would be conducted by designated government medical colleges. The students will also have to complete two years of compulsory rotatory internship. By Express News Service VIJAYAWADA: The medical students, who returned to India from Ukraine due to the Russian invasion, are waiting with bated breath for the Centre’s reply to the Supreme Court’s notice, likely to be given on September 5. The Supreme Court on August 26 sought a response from the Centre on the report submitted to Parliament by a committee on External Affairs on August 3 recommending that all the returned students should be allowed to complete their courses in India. Earlier, Union Minister of State for Health and Family Welfare Bharati Pravin Pawar told the Lok Sabha that the possibility of absorbing Ukrainereturned students in local medical colleges in India can be done only if they clear the qualifying examinations. She also said that the students should also comply with Screening Test Regulations, 2002, or Foreign Medical Guarantee Licentiate Regulations, 2021. “There are no such provisions in the Indian Medical Council Act 1956 or the National Medical Commission Act, 2019 to accommodate or transfer medical students from any foreign medical institutes to Indian medical colleges,” the union minister pointed out. New Delhi: The Centre on Friday told the Supreme Court that they are working on the suggestions given by the court to assist medical students who have returned to India from Ukraine in view of the war with Russia. The apex court had on September 16 suggested that the Centre assist these medical students by creating a web portal giving details of the foreign universities, where they could complete their courses as per the government's academic mobility programme. The counsel appearing for the Centre told the top court on Friday that they have written to the secretaries of the ministries of external affairs as well as health on the issue. "In terms of the last order, we have written to the secretaries of MEA (ministry of external affairs) as well as Health. Our instruction is that they are on it," the counsel told a bench of Justices Hemant Gupta and Sudhanshu Dhulia. The counsel further said that in the last hearing, the apex court had indicated that a website can be made where information can be put so that there is clarity. "We are on it," the lawyer said, adding, "It is taken up with utmost priority." The top court posted the matter for hearing on October 11.
